Ref PR 10197694. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with the additional information included in this notice and using Simplified Acquisition procedures in FAR Part 13.5. The announcement constitutes the only solicitation; proposals are being requested, but a separate, written solicitation will not be issued. The Naval Air Warfare Center - Weapons Division, Point Mugu, California, has a requirement to procure: 1 each, Techno Inc. CNC Router, or equal, with the following major characteristics: Y-Axis Travel >48"; X-Axis Travel >96"; Z-Axis Travel >4"; Repeatability to .001"; Resolution to .0002"; Maximum Travel Speed >500"/min; Drive units are closed loop servo type. Accessories to include: Steel table stand; X/Y limit switches; includes control card/driver and control software; tool calibration pad for setting zero point; >5 h orse power high speed spindle (at least 6000-18000rpm) with 1/8", 1/4", 3/8", and 1/2" collets and cover nut; vacuum dust shroud; vacuum table with plumbing for at lease four independently controlled zones and provision t-slot hold downs; 10 HP or greater dry vacuum pump: >150 cubic feet per minute air volume, >22" of mercury vacuum, <85db noise. On-site setup and initial training required. Unit will be used by the Government for constructing and installing electronic equipment into boats and ships so that they may be used as remote control direct fire targets. Part of this task involves constructing a variety of complex shapes from plastic; these shapes are cut from 4' x 8' sheets of plastic. The following factors shall be used to evaluate offers: 1. Price; 2. Technical Capability. Include specifications with proposal so that the Government has the opportunity to review. Offeror is responsible for completing and including with bid the following FAR clauses: 52.212-3 Al t I Representations and Certifications - Commercial Items, and 252.225 -7000 Buy American Act - Balance of Payments Program Certificate (Jun 2005). The following additional FAR clauses are applicable, but may not be limited to: 52.212-1, 52.212-4, 52.212-5, 52.214-35, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.225-13, 52.233-3, 52.233-4, 52.242-15, 52.247-34, 52.252-1, 52.252-2, 52.252-5, 52.252-6, 252.212-7002, 252.225-7001, 252.225-7002, 252.225-7036 Alt I, 252.232-7003, 252.232-7010, 252.243-7001. Questions resulting from this synopsis/solicitation must be emailed and received no later than 1 week prior to closing date to allow time for Government to respond; telephone requests will not be accepted.
