Description
This solicitation is unrestricted and open to participation by all interested firms with specialized experience and qualifications required by this project. This procurement will result in the award of a firm fixed-price construction contract for repairs to the Leeward Airfield located at Naval Station, Guantanamo Bay, Cuba. The project consist of the following repairs: Runway 10-28: Provide tack coat and new 1-1/2? thick surface course overlay, provide new pavement markings to include centerline, edge stripes, thresholds and number designations. Asphalt Taxiways: Provide tack coat and new 1-1/2? thick asphalt surface coat overlay, provide new pavement markings to include centerline, edge stripes, and hold bars, provide 2 new helipad markings on Taxiway ?A? at the intersections of Taxiway ?C? and ?D.? Concrete Taxiways: Provide tack coat and new 4? thick asphalt (2"leveling and 2" surface) course overlay, provide new pavement markings to include centerline, edge stripes, and hold bars. Related work includes but is not limited to: Removal of existing joint sealant, clean reshape and reseal all joints worked in accordance with the details in the design drawings and specifications, excavate and remove existing blast pavement as required in order to provide new blast pavement (6? coral base course with a 2? thick asphalt surface course), removal of any overgrown grass to expose edges of pavement prior to milling and/or overlaying, and all incidental work required to repair the airfield as stated in the plans and specifications. The contract award is on or around March 8, 2007 and construction completion of May 30, 2007. The estimated price range is between $9,000,000 - $10,808,000. The North American Industry Classification System (NAICS) Code is 237310 with a size standard of $23,000,000.00. The estimated liquidated damages per calendar day is $2,700.00. This is a negotiated source selection procurement that consists of the submission of technical and price proposals. The source selection process to be used is Best Value Trade-Off Approach. Award will be made to the offeror whose total price and technical proposal offers the best value to the government. In accordance with FAR 5.102, the solicitation will be available by INTERNET ACCESS ONLY. All solicitation documents and amendments thereto will be posted on the NAVFAC E-Solicitation Website at http://www.esol.navfac.navy.mil. The solicitation should be available at this site on or about January 3, 2007. Proposals will be due on or about February 8, 2007. The solicitation package will provide exact dates. Attendance to a pre-proposal conference and site visit will be on or around January 17, 2007. Offerors are responsible to check the website for the solicitation and any subsequent amendments that may be issued. THE CONTRACTOR IS REQUIRED TO REGISTER WITH DEPARTMENT OF DEFENSE CENTRAL CONTRACTOR REGISTRATION (CCR).
