Description
POSITION DESCRIPTION FOR SIGN SHOP INSTRUCTOR INTRODUCTION This position is located in a Navy Consolidated Brig. The Brig is an adult correctional facility in which personnel of both sexes (primarily male), up to a maximum of 400 persons, may be confined to serve sentences imposed by appropriate military authority. Though the brig is a naval facility, members of other services are incarcerated therein in accordance with established interservice agreements. Duties directly involve the detention of prisoners in this Level II Naval brig and involve direct contact with prisoners in detention in order to perform primary duties. Confinees at a consolidated brig may include murderers, rapists, drug dealers, long-term absentees, child molesters, and other such offenders. Staff consists of professional-level employees such as administrators, doctors, and program specialists as well as corrections officers, counselors and other line staff. As there is no career corrections track for Navy officers and enlisted, the incumbent serves the critical function of providing consistency of operations despite staff changes brought about by normal rotation. 1. JOB SUMMARY Incumbent serves as Manager of the Sign Shop in the Industries Division, Labor and Industry Department, Naval Consolidated Brig Charleston with direct mentoring of one military enlisted staff member and approximately 20 prisoners performing work comparable to sign painting in series 4104. The industrial program at the brig is essential to the accomplishment of the mission of the brig and requires knowledgeable instructors capable of running shop operations of benefit to the prisoner/workers as well as to the Navy in general. The incumbent?s primary duties are to manage the Sign Shop, provide daily one-on-one hands-on training and work supervision to prisoners making signs and related products on a regular routine basis. 2. MAJOR WORK PERFORMED ? Manages all work, schedules shifts, sequence of operations and assigns prisoner labor to accomplish sign making, sign painting, and related tasks. Coordinates work schedules through instructor to ensure that schedules do not conflict with other brig activities. Demonstrates procedures, answers questions and delivers or procures the delivery of training for prisoner/workers. Maintains work evaluations and recommends favorable or unfavorable actions based upon those evaluations. ? Operates and supervises operation of computers in which software supports the graphical design required to fulfill the production and training requirements of a Sign Shop that are installed on various computers support installed equipment throughout the shop. ? In conjunction with instructor and other involved parties, establishes policy and procedure for the sign shop. Plans projects, monitors progress and evaluates effectiveness and efficiency of the sign shop industry. Advises brig administration, through instructor, in all matters pertaining to sign shop industry activities. Performs estimates for jobs as appropriate. ? Determines supply and equipment needs and justifies those needs to department head through immediate supervisor. Procures supplies and equipment subject to supervisor's approval or delegation of that approval authority to incumbent. Ensures that supplies and equipment are in adequate quantity and quality and that such are maintained properly and waste is prevented. Inspects all incoming and outgoing items for quality, suitability and utility. Ensures that all products meet required specifications prior to delivery to the customer. ? Supervises prisoner/workers during work shifts. Assists security personnel in maintaining security. Monitors operation continuously to ensure that work is performed in a safe, efficient manner and that a steady workflow is maintained. Handles workers complaints and notes constructive suggestions implementing same if appropriate. ? Maintains and submits all sign shop industry related records and reports as appropriate. Ensures constant accountability of all materials and finished products. Reports any inconsistencies, irregularities, to supervisor immediately. ? Serves as the training coordinator for the sign painter apprenticeship program. Administers the enrollment and assignment of apprentices, maintains record of progress for each apprentice, evaluates program effectiveness, and recommends changes. Shall take necessary steps to rotate the apprentice in the various work processes of the skilled occupation and will require the apprentice to make satisfactory progress in both on-the-job and related instruction, to assure a well-rounded competent worker. Shall ensure the apprentice works under supervision. Maintains adequate training records to show the progress of the apprentice during the term of apprenticeship. ? Primary duties involve daily one-on-one training and direct production work supervision of prisoners on a daily basis. All work and training sessions with prisoners are conducted within the security perimeter of the brig on a scheduled basis. During all training or work or meetings, the incumbent is responsible for accountability of the prisoners, supervises their activities, and provides applicable services to prisoners. ? Other duties as directed by supervisor. 3. SKILLS AND KNOWLEDGE ? Basic qualification requirements for this position normally include completion of apprenticeship or equivalent in the sign painting and sign making trade, plus at least two years progressive and responsible experience in one or more like trades. However, experience in other type trades will be evaluated to determine applicability to this requirement. Extensive in-depth knowledge of sign making processes, procedures, and functions is a major requirement for this position. Knowledge of the principles, theories, and techniques of software that supports the design, development, and deployment of graphical projects to sustain shop requirements and training needs of prisoners to align with civilian commercial standards is important. Knowledge of proper use of sign-making equipment and supplies and the avoidance of excessive waste is important. ? Must be capable of operating software which supports the graphical design needs to operate a Sign Shop which includes the following software programs (or similar) needed to fulfill the production and training requirements as Sign Shop Instructor: - Gerber Scientific Omega Graphics - Coral draw Suites 9 thru 12 - Adobe Photo Shop 6.0 and CS - Print Shop Deluxe 2006 - Gravostyle 98 - Gerber Envision and Edge I and II - Thermal Heat Transfer Data Systems ? Requires an ability to teach and train sign making processes, procedures, and functions including the applicable software, and conduct curriculum development and provide training and instruction to prisoners. ? Experience in the tasks and functions normally involved in the supervision and operation of an industrial sign shop to include knowledge of materials estimation and quality control, ability to supervise subordinates in a productive, constructive manner, and ability to deal effectively with supervisors, peers, subordinates and others associated with the sign shop industry of the brig. ? In performing day-to-day functions, the incumbent is in contact with superiors, shop personnel, prisoner/workers, members of outside agencies, and representatives of suppliers and serves as the primary contact for the purpose of coordinating work projects, procuring materials and equipment and ensuring that work is accomplished properly. Contacts are in person, by telephone and in writing. Therefore, the incumbent must be capable of meeting people, discussing, presenting and solving problems in a tactful manner 4. RESPONSIBILITY The immediate supervisor is the Industries Officer and is responsible for carrying out job responsibilities with a minimum of direct supervision. Incumbent is responsible for day-to-day management of the woodwork industry to include all routine operations necessary to complete assignments and exercises substantial latitude in making decisions on routine operations but obtains approval of supervisor for any substantial departures from established policy and procedure. Work involves a different amount of time, different materials and varying production methods and manpower. Incumbent must manage all these factors to ensure a smooth and productive workflow. Substantial originality and initiative must be employed in this management. Work involves providing both meaningful work for prisoners as well as providing a cost-saving service for the government. Failure to maintain a fully operational, properly supervised metal/sign industry would seriously hinder the accomplishment of the brig mission. Guidelines are in the form of federal specifications, customer's requirements and Navy specifications and requirements. Incumbent must evaluate and follow these guidelines using judgment to make adjustments as necessitated by variance in materials or production methods. Independent judgment is often exercised under the general supervision of supervisor. Prepares performance evaluations and rates subordinates. Develops subordinates through leadership, example, training and discipline. Delegates and assigns work to subordinates and supervises performance on an on-going basis. 5. PHYSICAL EFFORT The work involves substantial walking and standing as well as moving and using equipment, which can require the ability to lift up to 25 pounds. Must be able to operate electronic doors weighing approximately 200 lbs. Must be able to participate in unarmed self-defense training. Some assignments may require the physical ability to drive to site. Will be required to carry a personal distress alarm device. Must be sufficiently healthy and vigorous to be able to protect and defend self and others in a potentially hostile environment subject to being taken hostage. Must be able to participate in unarmed self-defense training. Must maintain CPR certification. 6. WORKING CONDITIONS The work is in a sign shop setting located in an industrial shop area. The work area is properly heated, lighted, and ventilated and the employee must observe normal safety, personal and institutional security precautions while working. Work and training areas and classrooms used by incumbent are behind the brig security wall. Close contact with prisoners is required on a daily basis and direct supervision of prisoners is also required. Due to potential aspects of security, must become trained and prepared for unarmed self-defense. Could be subject to being held hostage. Frequent visits to industrial, construction, warehouse and/or testing sites may require the use of protective glasses, headgear, hearing devices, and protective clothing. Work requires the employee to drive a vehicle. A valid state driver's license is required. Work requires periodic overnight travel away from the normal duty station.
