Description
This is a notice of intent to issue an award to AM General, LLC, 105 N. Niles Avenue, South Bend, Indiana 46617 for Special Operations Vehicle Emergency Maintenance Training. The Government intends to negotiate with only one source under the authority of the Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. AM General LLC is the only contractor capable of providing the 20 Level Maintenance/Battle Damage Assessment and Repair (BDAR) training to include the HMMWV (M1113) vehicles and manufacturer certified instructors for the training. The performance period is a base period of January through 31 December 2007 and four 1-year option periods. A requirements contract will be issued with a minimum of 60 and a maximum of 120 students trained during the 12 month base period and a minimum of 60 and a maximum of 130 students trained during each of the four-1 year option periods. Intended class size is 6 to 12 students with the unit training on their own, no other units or agencies included in the class. Classroom and practical applications of requested training will focus on HMMWV (M1113) vehicles only and will provide students with the ability to drive the vehicles to there extreme limits after sustaining major mechanical damage. The student will gain the ability to assess and make temporary repairs, in accordance with manufacturer guide lines, in austere conditions to prevent damaging the vehicle. Classroom instruction provides an introduction to HMMWV (M1113) maintenance and vehicle systems in accordance with manufacture specifications. Hands on (shop) training to perform damage assessment of vehicle components will include cooling systems, fuel systems, steering & brakes, electrical, transmission and suspension. Students will learn to perform vehicle recovery operations using expedient and standard vehicle equipment and practical application of off road and cross country driving operations.
