Description

This acquisition is a competitive set-aside for HUBZone Small Business Concerns. The NAICS code is 238160 and the small business size standard is $13.0 million. The acquisition is for an indefinite-delivery-indefinite-quantity (IDIQ) contract for a 1-year base performance period with four 1- year option periods. Work includes, but is not limited to providing all material, labor and equipment required to inspect, repair and/or remove existing roofing materials and replace with new roofing materials. The roofs may be steel, built up, bitumen, elastomeric, asphalt shingle, asphalt felt, standing seam or TPO. The work may be performed on Fairchild AFB and its satellite facilities within an eighty-mile radius. Task orders for projects under this contract will be issued upon availability of funds for each project. The overall construction magnitude is between $1,000,000 and $5,000,000. Roofing projects under this contract may range from $2,500 to $1,000,000 with an expected average task order size between $100,000-$350,000. There is a minimum guaranteed contract amount of $2,500 applicable to the base year of performance only. An initial task order for non-destructive thermal leak detection at buildings 2125 and 2140 will meet the minimum guaranteed contract amount. A pre-proposal conference and site visit will be scheduled at a later date. The solicitation will be issued on or about 5 May 2006. The closing date and time for submission of offers will be contained in the solicitation package. Offerors will be evaluated utilizing past performance and price trade-off evaluation procedures in accordance with FAR 15.101-1 and as stated in Section M of the RFP. The Government will award a contract resulting from the solicitation to the responsible HUBZone Small Business offeror whose offer conforms to the solicitation requirements and provides the best value to the Government considering price and past performance. Liquidated damages may apply to task orders. Government furnished materials are not included. The solicitation, including the specifications and drawings will only be made available on the FedBizOpps website at http://www.fbo.gov/. Potential offerors are responsible for monitoring this site for the release of the solicitation package, subsequent amendments and any other pertinent information. No paper copies of the solicitation will be available. To be eligible for contract award, a firm MUST be registered in the Central Contractor Registration (CCR) system. Register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR at 1-888-227-2423. Offerors may submit their proposals via paper copy only, no e-mailed or faxed proposals will be accepted. The Government reserves the right to cancel this solicitation either before or after the closing date.
