Description
The Government is contemplating to award a 5-year (one base with four one year option periods) requirements type contract to Repair/Replace sections of the High Temperature Hot Water (HTHW) distribution system on McGuire AFB NJ. Work will be on an as required basis. This project includes furnishing all labor, equipment and materials to repair/replace sections of the HTHW distribution system. In general the work will consist of: repair/replace section of HTHW distribution system, including layout, scheduling work, excavation, demolition and disposal of installation piping, valves, anchors, manholes and accessories, insulation, and pavement(s), and provide temporary heating as listed. The high temperature hot water (HTHW) ditribution system pump provides 300 PSIG water at 400 Degrees Fahrenheit in winter and reduced properties in summer. The above general description of work does not in any way limit the responsibility of the Contractor to perform all work and furnish all labor, materials, and equipment needed to complete work in accordance with the plans and specifications. Performance period for this project will be identified on each individual delivery order issued. The magnitude for this project is between $5,000,000 and $10,000,000 yearly. The proposed procurement listed herein is for Full and Open Competition with a HUBZone Price Preference. Award shall be made based upon the Best Value to the government using past performance history and price evaluation factors with past performance being significantly higher weighed factor. The government reserves the right to award a contract to other than the lowest price offeror. North American Industry Classification System (NAICS) Code for this procurement is 237110. Any concerns responding to this solicitation is considered a small business if the annual records of the concern and its affiliates for the proceeding three fiscal years do not exceed $31 million. All relevant solicitation documents including specifications and or drawings will be made available for download exclusively from the internet by accessing the Federal Business Opportunity (FBO) website by following the links on the FBOO website to: DOD, Department of the Air Force, Air Mobility Command, 305th CONS McGuire Air Force Base. Paper copies will NOT be available. Once the solicitation is posted, it is incumbent upon the interested parties to review the site frequently for any updates/amendments to any and all documents; and verifying the number of amendments issued prior to due date for bids/proposals. Note to CBD subscribers: you are ultimately responsible for reviewing the EPS Business Opportunities Site for all information relevant to desired acquisitions. All reponsible concerns may submit a proposal,which shall be considered by the agency. All potential sources must obtain a DUNS number, register in the Central Contractor Register (CCR), and register with Online Representation and Certifications Application (OCRA) Wesbite (www.orca.bpn.gov) in order to transact business with the Department of Defense (DoD). Failure to obtain a DUNS number, register in the CCR, and register with ORCA may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered in the CCR and/or ORCA at the time of award. A solicitation will be issued on or about 8 Jun 06. The closing date and time of submission of offers will be contained within the solicitation package. No response to this notice is necessary and no Source List will be maintained. IAW AFFARS 5352.201-9101, an OMBUDSMAN has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. If issues cannot be made by contacting the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be b requested, the ombudsman will maintain strick confidentially as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. The ombudsman may not serve as an advocate for any party. (b)Before consulting with an ombudman, concerned parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting the ombudsman does not alter or postpone the timelines for any other process (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen.
