Description
THIS NOTICE CONSTITUTES AMENDMENT NO. 1 TO THE COMBINED SYNOPSIS/RFP FOR TWO FREE-PISTON STIRLING POWER CONVERTORS. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFP and a written amendment will not be issued. The purpose of this amendment is to 1) Answer questions received before the Question Submittal Deadline, and 2) Revise the SOW. 1) The following questions, submitted before the Question Submittal Deadline, are being answered (questions are paraphrased): Q1: Is the procurement for an off-the-shelf power machine? A1: The procurement's budget does not allow for any technology development. Offerors may modify their respective commercial units to meet the Government specifications but Offerors should not be proposing research efforts. Q2: How can an Offeror comply? A2: An Offeror can comply by proposing a unit that meets the Minimum Requirements of the Statement of Work (SOW) and by adhering to other terms and conditions as listed in both the SOW and in the combined synopsis/ solicitation. Again the procurement is competitive and 'Selection and Award' will be made to the Offeror whose proposal will be most advantageous to the Government in accordance with the Evaluation Criteria listed in the SOW. 2) SOW Section IV entitled 'Options' has been revised. The following sentence SHALL BE DELETED IN ITS ENTIRETY: For planning purposes, the Offeror should be aware that the convertors may be tested in a Government laboratory equipped with a NaK liquid metal pumped system capable of delivering a total thermal energy of up to 40 kW and total flow rate of up to 1.5 kg/s (or up to 20 kW and 0.75 kg/s per convertor). AND THE FOLLOWING SENTENCE SHALL BE INSERTED IN LIEU THEREOF: For planning purposes, the Offeror should be aware that the convertors may be tested, by NASA personnel, in a Government laboratory equipped with a NaK liquid metal pumped system capable of delivering a total thermal energy of up to 40 kW and total flow rate of up to 1.5 kg/s (or up to 20 kW and 0.75 kg/s per convertor). Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on December 7th, 2006. Documents related to this procurement are available over the Internet. These documents reside on a World Wide Web (WWW) server which may be accessed using a WWW browser application.
