Description
AMENDMENT #2 TO SOLICITATION F1T0DE6313A400 The purpose of this amendment is to provide the following: (1) Some final instructions on this solicitation (2) Provide answers to questions forwarded by potential vendors to be shared with all interested parties: (3) Provide additional information on other requirements INSTRUCTIONS: 1. All bidders must submit two (2) copies of their proposal by email (preferable) or mail. 2. The source selection will consists of reviewing all technical capabilities to ensure compliance and followed by pricing. 3. A final date of 3 January 2007 is set for vendors to send all questions to this office for answers to technical questions. A reminder that 8 January 2007 is the suspense date for receiving proposals. ANSWERS TO QUESTIONS: The following are questions asked by potential vendors and questions provided concerning this solicitation: 1. Penthouse Location on Eglin - What is the distance from 4-foot antenna to rack station? A: 100 feet. The vendor needs provide RF and fiber cable 100? long to this antenna. Eglin is reposible for the condition of the support that this antenna mounts on. 2. Who will provide fiber and video cable to the individual control stations: A: we will provide fiber and video bulk head connectors for the control stations to connect to. 3. What specifications are required for the video tracking cameras mounted to the antenna? A: Here are the notional camera specifications. Antenna suppliers that provide a COTS camera option is fine for our application. Pixels: RS-170A: 768 (H) x 494 (V); CCIR: 752 (H) x 582 (V). Sensitivity: Full video, max gain, AGC off: Standard: .007 lux Extended: .004 lux 80% video,max gain, AGC off: Standard: .005 lux Extended: .003 lux. Sync: Crystal; or line lock; external based on adjustable reference. Optics: 22X Zoom. Other: Environmentally sealed non-fogging. 4. Warranty repair expectation time? A: During the first two week startup period, we would like a 24 hr support. We normally have critical spares on hand for hardware failures and would need a list of critical spares. OTHER REQUIREMENTS: 1. The antenna controller needs to have either an integrated or separate video monitor with IRIG time and site locations displayed on it. We provide the IRIG ?B? time for the time display. We prefer an integrated video monitor. 2. The antenna controllers need multiple slaving inputs. Either from the TM receiver or Ethernet. We would need details on the Ethernet commands for slaving from the RICS network. Each station should have the option of slaving to any of the two trackers located at the same facility, and in addition to that should be able to select from three remote slave sources. 3. We also need an acquisition aide antenna on all of the antennas. 4. Vendors need to quote tri-rotary joints as an option. These joints must be capable of working from 1 Ghz to 6 Ghz. 5. All antennas need a camera. This includes the refurbished antennas. 6. Gear boxes may be replaced or rebuilt to within original specifications. 7. The Government will provide the lift crane. 8. Mono-pulse, E-Scan or conical scan may be used for auto-tracking. We currently use mono-pulse. L and S-Bands (7) Control Cable: Fiber Optic (8) Azimuth travel: Continuous; Slip ring (9) Elevation travel: -5 to +185 degrees (10) Azimuth limits: N/A (11) Elevation limits Electrical: UP and DOWN adjustable (12) Software: UP and DOWN programmable (13) Azimuth Speed: greater than or equal to 30 degrees/sec (14) Elevation Speed: greater than or equal to 30 degrees/sec (15) Azimuth Acceleration: greater than or equal to 60 degrees/sec/sec (16) Elevation Acceleration: greater than or equal to 60 degrees/sec/sec (17) Angle Readout resolution: 0.01 degree (18) Power: 115V plus or minus 10% at 60Hz (19) Weight: System (less than 210 lbs.), Pedestal (less than 120 lbs) (20) Antenna must support simultaneous receive and transmit in L and S-bands.
