Description
The U.S. Army RDECOM AC-Natick Contracting Division, in support of the U.S. Army Rapid Fielding Initiative, has identified a need to improve the capabilities of its knee and elbow pad sets (KEPS). The KEPS are contoured protective supports constructe d of a water repellant basic material that has a Universal Camouflage design pattern and other quick drying materials. The pads shall be quickly and easily donned and doffed over boots and uniforms. The KEPS shall be capable of being ambidextrous and shal l be available in small, medium, and large sizes. The KEPS are intended to provide protection for the knees and elbows of Soldiers while they are engaged in tasks that subject these areas to discomfort caused by impacts or pressure. The KEPS shall protect from protruding objects and debris (e.g. rocks, gravel, glass) and not restrict range of motion or circulation while remaining securely in place during individual movement tactics. Under impact loading conditions, the padding shall demonstrate a non-shock type response. Under constant compression loading conditions, the padding shall deflect minimally and quickly recover to near original thickness. The fastening system should provide a secure, continuously contoured fit during movement and repositioning. There should be an outer, non-slip cap to protect from protruding objects. The Government anticipates a competitive Small Business Set Aside acquisition. However, the Government reserves the right to change the solicitation procedure. The Government envisions awarding a single contract. However, the Government reserves the right to issue more than one contract, or none. If more than one contract is awarded the requirements will be divided (ratio to be determined) among successful offerors. The procurement will utilize Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. The Government anticipates issuance of a five (5) year Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a single ordering period. The contract will be awarded in response to the forthcoming Request for Proposals (RFP). The anticipated initial delivery order will be for one hundred sixty thousand (160,000) sets. The anticipated delivery schedule will be twenty five thousand (25,000) sets per month. Deliveries are to commence thirty (30) days after receipt of order. Both the initial delivery order and anticipated delivery schedule are subject to revision. The anticipated guaranteed minimum quantity is one hundred si xty thousand (160,000) sets, and the anticipated guaranteed maximum is four hundred thousand (400,000) sets. Both the anticipated guaranteed minimum and maximum quantities are subject to revision. This pre-solicitation notice closes on 4 January 2007. It is anticipated that the Request for Proposals will be released on 5 January 2007. When released, the solicitation, including all amendments and applicable documents, will only be available in electronic medium at the U.S. Army RDECOM AC-Natick Contracting Division website (https://www3.natick.army.mil).
