Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR A COMMERCIAL ITEMS PREPARED IAW THE FEDERIAL ACQUISITION REGULATION (FAR) 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. The Fleet and Industrial Supply Center (FISC), San Diego, CA, on behalf of the Naval Postgraduate School (NPS), Monterey, CA intends to award a performance-based services contract for educational support services under the purview of the Graduate School of Business and Public Policy (GSBPP) at NPS Monterey. The period of performance will be 22 January 2007 through 31 December 2007. In accordance with the attached Statement of Work: INFORMATIONAL CLIN 0001 CHAIR OF INNOVATION SERVICES; PRICED SUBCLIN 0001AA DIRECT LABOR ESTIMATED AT 625 HOURS X $ PER HOUR FOR A TOTAL COST OF $ ; PRICED SUBCLIN 0001AB TRAVEL COSTS ESTIMATED AT $ ; PRICED SUBCLIN 0001AC OTHER DIRECT COSTS ESTIMATED AT $ . The following provisions apply: FAR 52.212-1, Instructions to Offerors Com mercial Items. Offerors are required to complete and include a copy of the following provisions with their proposals: FAR 52.212-3, Offeror Representation and Certifications for Commercial Items. DFARS clauses 252.212-7000, Offeror Representations and Certifications Commercial Items and addendum clause DFARS clause 252.225-7035, Buy American Act North American Free Trade Agreement Implementation Act Balance of Payment Program Certificate; FAR clause 52.212-4, Contract Terms and Conditions Commercial Items will apply to the award document. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Status or Executive Orders Commercial Item applies with the following applicable clauses for paragraph (b): FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vi etnam Era; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7012, Preference for Certain Domestic Commodities; and DFARS 252.225-7036, North American Free Trade Agreement Implementation Act. DFARS 252.204-7004, Required Central Contractor Registration, applies to all solicitations issued on or after 6/1/98. Lack of registration in the CCR database will make an Offeror ineligible for award. Please ensure compliance with this regulation when submitting your proposal. The government intends to make a single award to the responsible small business Offeror whose offer is the most advantageous to the Government considering technical capability, past performance, and price. Provision 52.212-2, Evaluation of Commercial Items applies paragraph (a) completed as follows: Technical Capability and Past Per formance, when combined, are significantly more important than Price. Proposals, limited to forty single-sided pages, must be received no later than 10:00 AM Pacific time on 12 January 2007. Proposals may be submitted electronically; however, files cannot exceed two (2) megabytes (Mb) in size and must be submitted in Adobe Acrobat format. The contractor will be required, at times, to travel. Travel shall be accomplished under the Federal and Joint Travel Regulations.
