- THIS NOTICE CONSTITUTES AMENDMENT NO. 2 TO THE COMBINED SYNOPSIS/RFP FOR TWO FREE-PISTON STIRLING POWER CONVERTORS. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject Synopsis/RFP and a written amendment will not be issued. The purpose of this amendment is to 1) Extend the proposal due date, 2) Answer additional questions received before the Question Submittal Deadline, and 3) Revise the initial instructions of the subject solicitation. 1) The due date for receipt of offers is extended to 5:00 PM EST, Monday, January 15th, 2006. 2) The following questions, submitted before the Question Submittal Deadline, are being answered (selected questions are paraphrased): Q1: The solicitation states that "Prospective Offerors shall notify this office of their intent to submit an offer." What is the procedure for notifying NASA GRC of our intent to submit? A1: An e-mail notification will meet this requirement. Early notification is utilized by the Government to adequately plan Government resources. Although notification is encouraged, it is not required for this procurement. The following section modifies this requirement. Q2: Are the drawings referenced in the 'Drawings' Section of the 'Minimum Requirements' required with the proposal? A2: No. The proposal should include a discussion of the drawings (i.e. the Offeror's ability and willingness to meet the requirement) but the drawings are not required with the proposal. (Please note: Drawings that are submitted with the proposal will be counted as part of the established page limitations.) Q3: The referenced FAR provisions state that "the initial offer should contain the offer's best terms..." because the award is intended to be made without further discussion. What part(s) of the proposal constitute the delivery contract and should include our offer terms? A3: The reference to "terms" above relates to the terms in the offer or proposal (i.e. delivery timeline, quality, price, etc.). Once a selection has been made, a contract will be created with contractual terms and conditions and incorporate the proposed terms. Q4: Is it possible to extend the proposal due date? A4: The proposal due date has been extended. 2) The initial solicitation instructions (posted December 7th, 2006) have been revised. The following sentence SHALL BE DELETED IN ITS ENTIRETY: Prospective Offerors shall notify this office of their intent to submit an offer. AND THE FOLLOWING SENTENCE SHALL BE INSERTED IN LIEU THEREOF: Prospective Offerors are encouraged to notify this office of their intent to submit an offer. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on [ENTER DATE]. Documents related to this procurement are available over the Internet. These documents reside on a World Wide Web (WWW) server which may be accessed using a WWW browser application.
