Description
CONTRACT INFORMATION: THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. This solicitation will be a design/build, full and open competitive procurement. The procurement will be conducted using source selection procedures and the award will be based on the best value to the Government considering price and non-price factors cited in this announcement and the solicitation. Any resulting contract will be firm-fixed price. NAICS Code: 236115 with a size standard of $31,000, 000. The Federal Supply Code is Y161. Offerors are advised that a contract resulting from this solicitation is contingent upon Congressional approval. Should Congress not authorize this project or appropriate the funds, the solicitation will be canceled. If the project is canceled, all proposal preparation costs will be borne by the offeror. If a large business is selected for this contract, the firm must comply with FAR 52.219-9 regarding the requirements for a subcontracting plan for that part of the w ork it intends to subcontract. The FY06 subcontracting goals for this contract are a minimum of 51.2% of the contractor's intended subcontract amount be placed with small businesses, 8.8% of that to small disadvantaged businesses, 7.3% to woman-owned smal l businesses, 3.1% to HUB zone small businesses, and 1.5% to service disabled veteran-owned small business. The Davis-Bacon Act will apply. All responders are advised that this project may be canceled or revised at any time during the solicitation, selec tion, evaluation, negotiation and final award. All contractors are advised that they must be registered in CCR and ORCA (http://orca.bpn.gov). Joint ventures must also be registered in CCR and ORCA as a joint venture. We advise contractors to begin this process when they prepare their proposal in order to ensure registration is in place should they be selected for the award. Lack of registration in the CCR database will make an offeror ineligible for award. (Reference DFAR 252.204-7004, Required Centr al Contractor Registration). PROJECT INFORMATION: The project includes family housing units to be constructed in the Glass Park neighborhood of Fort Wainwright, Alaska. The Glass Park neighborhood consists of the three combined projects (FTW 296, 297, a nd 298) with 234 housing units under this solicitation and an additional 122 future 3-bedroom JNCO housing units. Project FTW296 Construct Replacement Housing Glass Park consists of two (2) 5-bedroom Junior Non Commissioned Officer (JNCO) units, seventy t wo (72) 3-bedroom JNCO units and sixteen (16) 5-bedroom Senior Non Commissioned Officer (SNCO) units. Project FTW297 Construct Replacement Housing Glass Park consists of eighty six (86) 3-bedroom JNCO units. Project FTW298 Construct Replacement Housing G lass Park consists of fifty eight (58) 3-bedroom JNCO units. All housing units shall be two-story; however, 5% of the units for each project shall be designed and constructed in a way to be easily modifiable to accommodate physically challenged occupants, shall be single story, and shall be blended into the neighborhood. Housing units shall be constructed as duplex, triplex or four-plex; no other configurations are acceptable, and may be factory built/manufactured and/or conventionally on-site constructed . The minimum Gross Square Feet (GSF) shall be 2,810 for the 5-bedroom SNCO units, 2,600 for the 5-bedroom JNCO units and 1,830 for the 3-bedroom JNCO units. GSF is defined as the total area measured within the exterior faces of exterior walls, or the cen ter line of party walls between dwelling units. GSF includes both finished and unfinished spaces including stairways, but excludes garages, openings to the floor below, crawl spaces, floored attic areas below 5 feet of ceiling height, exterior bulk storag e, mechanical rooms, electrical rooms, open or screened porches, terraces, patios, decks, balconies and entrance stoops. Site work will include (but is not limited to) selective demolition, clearing and grubbing, grading, storm drainage, erosion control, pedestrian and vehicular circulation, utility systems, outdoor lighting, play lots and site amenities, neighborhood parks, landscaping and physical security. Glass Park neighborhoods main entrance shall be from Tamarak Drive or 601 Street. The estimated design and construction cost for this project is between $100,000,000 and $250,000,000. SELECTION CRITERIA: Award will be based on the Best Value approach. Offerors will be evaluated based upon the following non-price evaluation factors: design and construction experience, past performance, technical solution, milestone schedule, key team members and contractor proposed betterments as well as price. The Sub contracting Plan required for Large Businesses will be evaluated Satisfactory/Unsatisfactory. The overall technical (non-price) evaluation rating is considered more important than price. PRELIMINARY SITE VISIT: Due to impending weather conditions, a pr eliminary site visit (prior to the solicitation and pre-proposal conference) is scheduled for Wednesday, 6 September 2006, at Fort Wainwright, Alaska. Potential Offerors shall meet government representatives at the Glass Park entrance (first left after th e Fort Wainwright main gate entrance) at 0900. It is expected that this visit will provide Offerors an opportunity to assess the site prior to snowfall. The intent is to view the site only, no questions will be taken. A pre-proposal conference will be c onducted after the solicitation is issued.
