Description
The United States Agency for International Development (USAID) Mission to Guatemala, USAID/Guatemala proposes to modify existing contract 520-C-00-06-00079-00 with Mr. Glenn Cameron under the Mission?s Operating Expenses Program. The Mission requirement is an eight (8) months extension of Mr. Cameron?s Non PSC contract without a change in the Scope of Work, the total estimated cost of the original contract will be increased by $115, 350 The primary purpose of the original contract is to provide engineering and construction oversight of the USAID/Guatemala IOB Project and provide monthly reports to the USAID Executive Officer. The Contractor is responsible for ensuring that the developer who will construct the IOB and compound is following established criteria provided by Department of State Diplomatic Security, the Office of Overseas Building Operations and USAID?s Office of Security in the design and construction of a new office building for USAID/Guatemala. . The requirement of the extension period was brought by unexpected delays in the approval of the construction project of the new office building at Washington?s level and the signature of the lease agreement with the owners of the building. Therefore it is necessary to extend the period of performance of Mr. Cameron?s contract to allow him to fully perform its original objectives. Issuing a new instrument for such a small period of time is not practical because of the additional costs and time required to get a new mechanism established and fully functioning for a relatively short-term, and also because current implementation momentum would be disrupted. The Mission does not anticipate contracting this type of services in the future as this is a specific project that will be finalized by the end of the calendar year 2007. This modification to contract No. 520-C-00-06-00079-00 is being proposed under the authority of AIDAR 706.302-70(b)(5) for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the government or unacceptable delays. Interested persons may identify their interest and capability to respond to this requirement within 15 days of publication of this notice. In accordance with FAR 5.207(c) (xv), all responsible sources may submit to the Point of Contract a bid, proposal or quotation which shall be considered by the agency. However, this notice of intent is not a request for competitive proposals. A Determination by the Government not to compete this proposed action is solely within the discretion of the Government. This is a sole source requirement and we will proceed with the award on that basis. No solicitation is available.
