Description
The NOAA, AGO, NESDIS Acquisition Division anticipates soliciting proposals on an other than full and open competition basis from qualified non-profit organizations established to provide a resource that has a conflict-free set of business practices and has no proprietary interest in any particular solution. The exemption from full and open competition is pursuant to Title 41 United States Code, Section 253(c)(3), as implemented by Federal Acquisition Regulation 6.302-3(a)(2)(ii) to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. The requirement is for an Indefinite Delivery Indefinite Quantity (IDIQ) Cost Plus Award Term consisting of a base year of twelve (12) months with four (4) additional twelve (12) month option periods and five (5) award terms consisting of six (6) months each for a maximum of seven (7) years and six (6) months from the date of contract award. The National Oceanic and Atmospheric Administration (NOAA) National Environmental Satellite, Data and Information Service (NESDIS) has a requirement to maintain an essential capability to conduct theoretical analysis, exploratory studies, and experiments in the field of science and technology as it relates to Government satellites and associated instruments. These analyses, studies and experiments include, but are not limited to, engineering or development work calling for the practical application of investigative findings and theories of a scientific or technical nature, and support or services necessary for these activities. The Government?s need that will be met through this acquisition includes studies to determine how to apply new technologies in order to improve NOAA?s programs. NESDIS manages and operates complex satellite systems that collect data from polar and geostationary satellites and transfer the data to a variety of systems. Satellite control and associated functions must be performed with speed, accuracy and integrity. Solicitation DG133E-07-RP-0015 will be issued on or about January 3, 2007 and will close on or about February 5, 2007. Any responsible educational or other nonprofit institution may respond to the solicitation by submitting a proposal, which shall be considered by NOAA. The Government is planning a pre-proposal conference during which potential contractors may obtain a better understanding of the work required. The pre-proposal conference is scheduled for the afternoon of January 16, 2007. Interested offerors are required to register no later than January 8, 2007. The purpose of the conference is to: (1) provide information on the overall objectives; (2) describe the scope of program work as well as explain and clarify instructions for completing proposals along with describing how proposals will be evaluated in order to aid potential offerors in deciding if they wish to proceed in this acquisition further; and (4) provide an opportunity to ask specific questions and receive pertinent responses from the Government. In order to facilitate conference preparations, registration is required for attendance to the Pre-proposal Conference. Attendance at the conference is optional and will have no bearing, influence, or impact on the selection process. The following instructions will assist you with your registration. The below instructions are mandatory for the purpose of this conference. Interested offerors are invited to attend, however, due to limited seating capacity; attendance is restricted to two (2) representatives per company. No written correspondence, literature or submissions of any type will be accepted by the team at the conference. No recording devices of any types are permitted. Registration Information shall include, Name, Address, Company Name, Company Address, Company Telephone Number, E-mail Address. The basis for award is best value, with technical factors more important than cost or price pursuant to FAR part 15.304. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. See Note 26. All questions concerning this requirement must be submitted in writing and directed to the Contracting Officer provided herein.
