Description
The National Intends to negotiate and award on a sole source purchase order utilizing Simplified Acquisition Procedures FAR part 13, to Phillip Barren located at 12101 Sioux Place, Gaithersburg, Maryland. To the best of the Governments knowledge Phillip Barren is the only source known that has the unique capability of performing the services to work in the Office of the Scientific Director (OSD) National Eye Institute (NEI) Flow Cytometry Core Facility, the Flow Cytometry Core provides support and service for the (NEI) investigators who will analyze and/or sort and retrieve cells of interest labeled with fluorescent reagents. Mr. Barren has extensive knowledge of the afore mentioned in that he had been a former employee of Becton-Dickinson and has technical practical experience on the particular instruments the compose the NEI Flow Cytometry Core. He also has been a former supervisor of the Core at Medimmune, has invested a considerable amount of time in learning the theory and operations of the exact equipment and methodologies we require. The period of performance shall be One (1) year. The place of performance: Principle place of performance is at the (NIH), NIH will provide the necessary supplies and facilities to conduct the work. 1. The contractor shall provide Flow cytometric analysis and sorting of cells of various lineages labeled with fluorochromes using a BD FACS Calibur and BD FACS Aria, to include immunophenotyping, DNA and ploid; analysis and multiparameter flow sorting. 2. The Contractor shall advice to users on best ways to achieve optimal results in #1, including advantages and limitations of various flurochromes, best combinations of fluorochromes to use and optimization of labeling techniques. 3. Assistance to users with data analysis and presentation, using software such as CellQuest, FACSDiva and Flowjo. 4. Maintain equipment in good working condition, including daily cleanup and preventive maintenance. 5. Maintain updated records on funs and ensure regular backups of the data. 6. Review and Approval: All work shall be performed in a professional manner and meet or exceed the government standards for performance. The contractor agrees to use its best efforts to undertake, carry out and complete for the Government, in a satisfactory and competent manner, all work and services described in the contractors tasks This work shall be submitted to the Government to review. Contractor agrees to maintain liaison with the Government to ensure a well-integrated project effort. 7. Reports and Deliverables: The contractor will provide the users all data pertaining to their experiment. Will advise and assist in data analysis upon request. Contractor will submit periodic reports on activities of core facility and usages stats when requested to Dr. Rachel Caspi (Core Supervisor) 10 Center Dr., Bldg. 10, Rm. 10N-222, Dr. Sarah Sobraby (Deputy Scientific Director) and/or Dr. Sheldon Miller (Scientific Director), (N EI), 31 Center Drive, Bldg. 31, Room 6A-22. Bethesda, Maryland 20892. This is not a formal solicitation, however; concerns that respond to this notice must furnish concise responses directed specifically to the requirements mentioned above. Sources demonstrating the capability to accomplish the above shall supply pertinent information in sufficient detail to demonstrate their ability to perform. Information furnished shall include enough material to perform a proper evaluation. Respondents will not be notified of the evaluation results.
