Description
This is a construction contract under the Davis-Bacon Act. There is a power point presentation available upon e-mail request diagraming the requirement. WORK COVERED BY CONTRACT: Contract work shall encompass the following items of work as described in these specifications. This summary is not all-inclusive and delineates only those work items deemed as major to the contract. Ancillary work items not listed below, though necessary to attain the completed project, shall be included in the contract. WORK INCLUDED: The contractor shall provide all labor, materials, equipment, transportation and supervision necessary to perform the work as described herein. All work shall be conducted per this scope of work and all applicable Federal, State and Local laws, regulations, codes and directives. Work of an incidental nature not expressly described in this scope although necessary to complete the project shall be included. GENERAL: Electrical power, water and sanitary facilities are available at the site. Use of electrical power is limited to tools that can operate on 120V AC/ 60Hz, single phase. Most if not all of the hardware for this project will be 12V. SCOPE OF WORK: Install an access control system that is Homeland Security Presidential Directive 12 (HSPD-12) compliant, surveillance system consisting of two independently controlled cameras with audio/video capabilities and warning lights at Sector Hampton Roads Command Center as per attached drawing and this scope. 1.1 Materials to be used must be HSPD-12 compliant. In the event of a fire alarm or any other emergency, the system shall default to the ?open? position. 1.2 Install permanently affixed access control outside the command center main door, preferably using Common Access Card (CAC), also known as the military ID card. There is an optional line item for a hand-held portable device that is capable of reading our CAC, the Transportation Worker Identification Card (TWIC), state driver licenses or any other HSPD-12 compliant card. The hand-held and the permanently mounted reader require networking capabilities between the two. The access control system shall be tied into a minimum of a four hour uninterruptible power supply (UPS). 1.3 Install surveillance system consisting of two controllers (both with audio and video capabilities) inside the space connected to two independently controlled access doors, one at the main entrance of the space and one on the exterior of the space. The outside unit must be weather-proof. The doors will require a device similar to an electric door strike to secure them. The surveillance system shall be tied into a minimum of a four hour uninterruptible power supply (UPS). 1.4 Install five low-wattage yellow or amber warning, flashing or strobe lights strategically located throughout the command center. This includes a master switch at the main entrance and a remote on/off switch within an internal space for that space's one light. 1.5 Install two low-wattage red warning, flashing or strobe lights strategically located near the two emergency exit doors. The type or model of light shall match the yellow or amber version above. Install two audible alarms (approximately 90 db) with local disabling function near these two emergency exit doors. There will be one alarm and one red light per door. These red lights and audible alarms shall be tied into a four hour uninterruptible power supply (UPS). NOTE 1: All trash shall be removed from the base. Contractors shall manage and dispose of all wastes resulting from their operations in accordance with applicable local, state, and federal requirements. SITE VISIT: All bidders shall visit the site to field verify quantities before submitting bids. Interested parties shall make arrangements for a site visit with LT Jason Menapace at 757-295-2020. Power requirements may need additional visits between the base?s Facilities Engineer, or a designated representative. MILITARY REGULATIONS: The contractor, his employees and sub contractors shall become familiar with and obey all base regulations. All personnel employed on the project shall keep within the limits of the work and avenues of ingress and egress, and shall not enter any other areas outside the site of work unless required to do so in the performance of their duties. The Contractor?s equipment shall be conspicuously marked for identification. There shall be no smoking in any Coast Guard building. WORK HOURS: The Contractor shall perform the on site work during the normal operational hours of 8:00 am and 4:00 pm Monday through Friday except Federal Holidays. Any deviation from normal hours must be approved 24 hours in advance by LT Jason Menapace. PERFORMANCE: All work shall be completed within 30 days of notice to proceed. CLEANUP OF WORK AREAS: The Contractor shall remove and properly dispose of all trash, and debris incident to the contract work from the limits of government property, as well as all adjacent affected areas. Disposal shall be in accordance with Local, State, and Federal regulations. Any floor, wall or ceiling surfaces that may have been stained or soiled by the contract work shall be restored to pre-construction condition. ACCEPTANCE OF WORK: Prior to acceptance of work by the Coast Guard, the Contractor shall arrange through LT Jason Menapace a final inspection of the work site to ensure compliance with all contract requirements and to identify necessary corrective work.
