The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. Two positions will be located in Baghdad, Iraq, one position in Kabul, Afghanistan and one position located in Amman, Jordan. 8. JOB DESCRIPTION: See below I. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR ? There will be four position supporting the Bureau for International Narcotics and Law Enforcement Affairs, Office of Resource Management, Afghanistan, Iraq and Jordan Support Division (INL/RM/AIJS) - one Kabul, Afghanistan, one in Amman, Jordan and two in Baghdad, Iraq. ? The incumbent works with the Division?s senior project managers, cost/price analysts, financial management analysts, and program offices throughout INL, to ensure project work is completed in an efficient and effective manner, and is in compliance with financial management policies and procedures and in conformance with the Foreign Assistance Act, and other regulatory procedures and guidelines. ? The incumbent?s focus will include, but not be restricted to, facilitating in the planning, development and implementation of extremely complex programs/projects related to INL?s present and future post conflict multi-billion dollar programs in civilian police training and elsewhere as assigned. 2. Duties and Responsibilities ? Assists senior AIJS Division and other Bureau program managers in coordinating and planning long-range facilities maintenance and quality assurance programs for USG owned and leased facilities in-country. Conducts in-depth analytic studies on technical aspects of operational requirements to ensure that both geographic and geopolitical requirements are taken into consideration when making recommendations to senior managers on appropriate course to follow. ? Makes recommendations to senior staff, both in-country and headquarters, on how best to implement changes to improve performance with respect to projects and programs, including the elimination of those which are ineffective or no longer useful, e.g. assists in the development of guidelines and procedures for policy and staffing of local maintenance personnel, as well as funding requirements. Builds strong relationships with key individuals in the specific areas assigned to achieve greater visibility on program and project implementation, including the collection and reporting of data for overall organizational awareness. ? Works closely with senior analysts in the development, maintenance and monitoring of integrated reporting system(s) affecting projects/programs with functions and operations that are extensively interrelated in the areas of international narcotics and crime control, and in developing guidance of both a technical and policy nature for staff members on management of complex projects and programs. Participates with others within the Division on development of a centralized, coordinated Bureau financial information system which would result in standardized financial information on specific projects between INL post operations, program offices, INL?s senior management team, and all offices within INL/RM. ? Analyzes policy and technical documents; extracts information and summarizes to identify significant trends and issues; participates in working groups that develops and makes recommendations to senior level officers on appropriate course to follow on issues which affect over-all Bureau/Department policies. ? Drafts position papers and reports for Chief and other senior AIJS specialists in defense or justification of Division projects vis a vis the management of INL funds, both those allocated on a domestic basis, but with particular emphasis on those allocated to the myriad programs worldwide. Assists in the reviews and/or helps draft justifications for program increases or changes in the budget submissions, particularly those requiring contract actions. Works closely other staff to determine priority resource needs and on justifications for funding requests. ? Attends project team meetings, and keeps staff informed on specific issues of interest on project, particularly with regard to costs, and requirements with respect to conformance to applicable laws and other regulatory guidelines. ? Maintains currency in advancements in the field and accurately projects the impact of it on programs. Assesses activities to determine funding requirements and makes recommendation on whether funding is warranted and available. Analyzes budget proposals, and evaluates project/program effectiveness in relation to the funding expended. ? In conjunction with Division Chief and senior AIJS staff, formulates and/or implements policies for the accounting of post-conflict funds (e.g. imposition of internal limitation on expenditures, tracking and monitoring requirements, and recommendations to senior staff on how best to account for post-conflict program fund usage). ? Assists senior specialists in implementing subsidiary accounting and reporting information as needed to enable management to provide close and timely oversight of INL?s post-conflict programs, including review of LOA and IA financial terms prior to finalization and follow-up on existing LOA and IA financial clauses. Participates in sessions on implementation of programs in accordance with regulatory requirements, financial policies, and program improvement initiatives. ? Participates with senior AIJS specialists in conducting financial and property management internal control reviews on all post-conflict program funds monitored or managed by the division, including improper payment reviews, to ensure that Department of State and INL Bureau standards are met and to coordinate financial management improvements necessary to comply with legislation and regulations. ? Works closely with the Division Chief and senior staff to forecast workload and operational requirements for use in preparing budget estimates, both developmental and execution. Participates in the development of guidance and instructions for the project teams temporarily working abroad, e.g. Afghanistan, Iraq, Jordan, Dubai, and elsewhere as assigned, on the development and justification of their budget estimates, and reviews final budget submissions to ensure they are in accordance with approved programs and policies. II. Minimum Qualifications ? U.S. citizen, eligible for a State Department security clearance. ? Extensive experience in the program management field, including specialized knowledge of international narcotics and law enforcement, or similar type, programs sufficient to ensure project work is in compliance with financial management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines. Applicants must have at least four years experience in program management or related positions, one of which must be equivalent to the GS-12 level in the federal service. ? Ability to communicate effectively, both orally and in writing, and to interact with individuals at all levels. Desirable Qualifications ? A Bachelor?s Degree from an accredited institution in the field of business or financial management. ? Skill in using word processing, spreadsheet, and data base computer applications. Significant Microsoft Excel experience and expertise. III. Ranking Factors ? Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more importance public programs, e.g. international narcotics and law enforcement or related programs. Knowledge and understanding of the agency?s goals and objectives, particularly as they relate to the operations of INL?s programs related to the contract and infrastructure development and execution activities for existing and new post conflict-related programs as well as how they relate to and interact with provisions of the Foreign Assistance Act and the Bureau?s MPP. ? Knowledge of business and industry practices sufficient to evaluate, monitor, and maintain uniform management controls over the prime contractor?s performance. ? Skill in writing and speaking in order to prepare, justify and defend complex programs, policies and procedures, to justify and defend proposals, and to advise program officials. ? Skill in interacting with other professionals and support personnel in order to provide assistance and to be able to makes recommendation son project issues which affect the post-conflict programs. IV. Contract Provisions ? Security clearance at the Top-Secret level. ? The contract period should be for one year with options to extend for additional years, not to exceed five years. ? The contractor will be based in Washington, but may be authorized official overseas travel/temporary duty, as directed. ? Contractor relationships should cite Thomas Valentine as supervisor. V. EVALUATION CRITERIA Factor 1 Offeror?s ability to manage complex, multi-million dollar programs, and to effectively conduct in-depth analytic studies on technical aspects of operational requirements and make recommendations to senior managers on appropriate course to follow on specific projects. (30 points) Factor 2 Offeror?s ability to develop, maintain and monitor integrated reporting systems affecting projects/programs with functions and operations that are extensively interrelated in the areas of international narcotics and crime control. (30 points) Factor 3 Offeror?s ability to apply specific knowledge of projects and program planning in developing funding documents, and in making recommendations to senior staff on management of funds, both those allocated on domestic issues, but with particular emphasis on those allocated to international narcotics and crime control programs worldwide. (20 points) Factor 4 Offeror?s ability to communicate effectively, both orally and in writing, and to interact effectively with others at all levels, in order to prepare, explain and defend complex program/project funding documents, and requirements with respect conformance to applicable laws and other regulatory guidelines, and advise contract and program officials. (20 points) VI. Compensation Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VII.
