- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is a request for proposal (RFP).  The proposed contract is for a base year with four one-year options.  The effective date of this award is expected to be February 1, 2007. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-15    NAICS is 517310 with a small business size standard of 1,500 employees.   Day 2 Services for Cisco software and hardware located at the Dayton Department of Veterans Affairs located in Dayton Ohio and the VA Outpatient Clinic in Columbus Ohio is required. Services will be provided by a combination of NOC (Network Operations Center) on call support and on-site personnel. The contractor must be a Cisco Gold Certified Partner with certification for IPCC, IPT, Unified Communications and Master Specialization for Unified Communications and Security. The contractor must operate a minimum of two (2) Network Operation Centers that are geographically separated and which operate 24 hours per day/7 days a week. The NOC employs multi-skill level engineering support with specialties in IPCC, IPT, Network Management, switches/routers/gateways and Unified Messaging. The Cisco IP Telephony System at the Dayton VA Medical Center includes the following. 1. A Call Manager Cluster 2. Cisco Unified Survivable Remote Site Telephony (SRST) 3. Unity Enterprise Edition 4. Analog Voice Gateways consisting of VG248s and 2800 series routers 5. IPCC Enterprise Edition 6. Cisco Unified Contact Center Enterprise 7. Cisco Unified Intelligent Contact Management (ICM) 8. Cisco Computer Telephony Integration (CTIOS) 9. IPIVR, Cisco Security Agent (CSA), 10. Cisco Media Convergence Server 78xx, 11. IP Phones (79xx) 12. Meeting Place IP Communicator Attendant Console Personal Assistant 13. Routers (2800, 3600, 3800, 7200, 7600) and switches (35xx, 37xx, 45xx, 65xx) 14. WAN and LAN links(T1, DS1, T3, DS3, OC3, 10/100/1000bT) 15. On-site technical support is provided by staff that possess a minimum of 5 years experience in the management, installation and maintenance of Cisco Voice over Internet Protocol systems and its interface with analog telephony systems; 10 years experience in the management, installation and maintenance of analog telephony systems, cable plant management, and Local Exchange Carrier operations. i. Availability of Funds During A Continuing Resolution - Funds are not presently available for performance under this contract beyond February 15, 2007. No legal liability on the part of the Government for any payment may arise for performance under this contract beyond February 15. 2007, until funds are made available to the Contracting Officer for performance and until the Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer.
