- NOTICE TO INDUSTRY Organization: High Frequency Global Communications System (HFGCS) Puerto Rico Station (PRS) Mission: Operate and maintain the HFGCS PRS to provide continuous high-powered High Frequency (HF) long haul voice and data communications capabilities in support of the HFGCS network mission. This sources sought synopsis is being posted for industry to: obtain competition; involve interested parties; provide advance procurement notice; and to receive feedback regarding communication sector related market conditions, standards, or business practices. HFGCS PRS MISSION ? The HFGCS mission directly supports the Department of Defense (DoD) HF Global Command and Control (C2) System. The HFGCS network consists of two CONUS and 11 OCONUS remote stations connected to the Centralized Network Control Station (CNCS) at Andrews AFB; the network is a 24/7 mission controlled remotely by CNCS radio operators ? Provides beyond line of sight (BLOS) interoperable voice and data communications for strategic and tactical forces, as well as support of Mystic Star and Executive C2 ? Remote stations consist of transmitter, receiver, control sites and antenna farms that may be collocated or at separate sites which collectively make up a single station; The PRS includes the Isabela site (transmitter) and Salinas site (receiver and control) ? The HF PRS manages: HF antennas; various DoD communication assets; related legacy products; and site maintenance at Salinas and Isabela GENERAL PROCUREMENT DESCRIPTION The Acquisition Management and Integration Center (AMIC) is providing this synopsis to foster marketplace interest for a HFGCS Operations and Maintenance (O&M) Support acquisition that would require performance-based services such as: SCOPE Command equipment O&M, inspection and repair of HF antennas/antenna sub-systems. This synopsis includes maintenance/repair of all facilities, grounds, all Real Property Installed Equipment (RPIE) and management at Salinas and Isabela locations. References 1.0 SCOPE 1.1 Background HFGCS is the USAF and DoD?s world-wide high powered, HF and global network providing interoperable voice and data communications for BLOS C2 of strategic and tactical forces. This system also supports Mystic Star, Executive C2, and Information and Telecommunications System of the American Air Forces (SITFAA) missions. The HFGCS world-wide network is sustained using equipment from the System Capable of Planned Expansion (SCOPE) Command modernization program. 1.1.1 HFGCS System Maintenance. Maintenance shall include performance of scheduled and unscheduled organizational level maintenance for all equipment in accordance with requirements stated herein and later in the PWS. Equipment includes that which is dedicated for site operation such as non cryptographic electronic equipment, computer systems, antenna structures, transmission lines, security lighting, power distribution systems, emergency power generating systems, battery systems, ventilation systems and supporting air conditioning, government-owned utilities, fire protection systems, alarm systems and intrusion detection system. The Contractor shall not alter or renovate equipment or facilities without prior written approval of the CO. 1.1.2 Facilities Maintenance. The Contractor shall maintain/repair all facilities, roads and infrastructure at both the Isabela and Salinas sites 1.2 Scope of Services The Contractor shall operate and maintain the transmitter site and control/receiver site located at Isabela and Salinas, Puerto Rico, respectively. These sites are geographically separated. 1.2.1 Operation and Maintenance (O&M). The Contractor may be required to dispatch technicians to the sites in response to notification and arrive on site within one hour. The Contractor is herein notified of the possibility that both the Isabela and Salinas HFGCS sites may require manning 24 hours a day, seven days a week to support critical missions.
