Description

U.S. Army Space and Missile Defense Command intends to issue a contract to Glowlink Communications Technology, Los Altos, CA through solicitation no. W91260-07-T-0002 pursuant to the authority of FAR Parts 6.3, 12 and 13.501(a) Sole Source Acquisitio ns. Glowlink Communications Technology will be providing one (1) year hardware and software maintenance for Glowlink Model 8000 Geolocation System and software including upgrades, (2) a 5-day training course on the Model 8000 Geolocation system and softwar e for up to six (6) students, (3) installation and check-out of the Model 8000 Geolocation system, and (4) one (1) Dell PC Workstation with Microsoft SQL Server database installed and preconfigured with Model 8000 Geolocation Client and database software. Glowlink Communications Technology will be providing the aforementioned system installation, maintenance, training and PC Workstation for SMDC/ARSTRAT, 53rd Signal Battalion, Peterson AFB Colorado. This requirement includes freight or shipping for delivery of the Glowlink Model 8000 Geolocation System equipment and two (2) 4.5 meter motorized antennas to Fort Detrick, MD. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations d ocument (FAR) subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-15. The proposed contract action is for Glowlink Model 8000 Geolocation System hardware and software maintenance, installation, shipment, training and one (1) Dell PC Workstation for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. Glowlink Communications Technology is the manufacturer of the Model 8000 Geolocation System hardware and software and the required hardware and softwar e maintenance, installation and training is exclusively available from Glowlink Communications Technology only. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. The provision at FAR 52.212-1, Instru ctions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisit ion. This is not a solicitation nor is it a formal request for proposal.
