Description
The Government intends to negotiate, on a sole source basis, a firm-fixed-price (FFP) acquisition with The RayBiotech, Inc. This non-competitive action is being issued by GovWorks under the authority of the Department of the Interior Franchise Fund on the behalf of the Department of Health and Human Services, National Institute of Health, Laboratory of Population Genetics. This action is being processed in accordance with FAR 13.106-1(b)(1), Simplified Acquisition Procedures, Soliciting from a single source. Description: The Government has a requirement for the purchase of Custom Human Antibody Array to support there need for additional testing in their ongoing genomic/proteomic projects related to human cancer. The goal of the laboratory of Population Genetics is to identify genes and their associated networks that are important in cancer. Iterative cycles of modeling, genome-wide data generations and bioinformatics analysis are used to translate genetic and genomic observations into insights of cancer etiology. This system strategy is applied to identify genes associated with hepatocellular carcinoma etiology and Breast cancer. High-throughput studies across multiple research disciplines are required to create useful data sets, from which predictive and or confirming information can be drawn. Powerful, miniaturized, multiplexed, parallel and automated analysis tools primarily created for genomic DNA micro arrays are being implemented in other application areas and could hole the key to large-scale "omic" analysis. RayBiotech is modifying their commercially available product to fulfill the National Cancer Institute needs. The period of performance for this effort is for delivery of product 30 days after date of award. Interested parties must respond by January 3, 2007 no later then 1pm Eastern Time. This is NOT a request for competitive proposals. However, all information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
