Description
The National Cancer Institute (NCI) plans to procure on a sole source basis with Dr. Richard Cumberlin, 5225 Pooks Hill Road, Suite 1605, Bethesda, MD 20814 to serve as a consultant regarding the NCI Prostate, Lung, Colorectal, and Ovarian Cancer (PLCO) Screening Trial as well as the National Lung Screening Trial (NLST). The supplies and services herein are commercial as described in FAR Part 2 and the supplies and services are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.501. The North American Industry Classification System Code is 541690 and the business size standard is $6.5M employees. The purpose of this procurement is to obtain the services of a consultant for the NCI Prostate, Lung, Colorectal, and Ovarian Cancer (PLCO) Screening Trial and the National Lung Screening Trial (NLST). PLCO is a large scale, randomized study to determine whether certain screening tests will reduce the number of deaths from these cancers. NLST is a nationwide study designed to assess the utility of annual screening in reducing the mortality from lung cancer in a population of current and former heavy smokers, which is an extension of the PLCO effort Minimum Contractor Requirements: 1) shall have a Doctor of Medicine degree (M.D.) or equivalent; 2) shall be certified by the American Board of Medical Specialties in an oncology specialty. This includes medical oncology, surgical oncology, pediatric oncology, radiation oncology, or gynecologic oncology and; 3) shall have a minimum of ten (10) years experience in the clinical practice of the aforementioned specialties. In addition, 1) shall provide recommendations relating to the pathology tissue collection project of the PLCO. Such recommendations shall include case selection criteria, review of collection protocols and end uses of tissue microarrays, 2) shall participate in monthly pathology collection conference calls, monthly site coordinator conference calls and, 3) shall attend the annual PLCO site visit, held in January, at the University of California at Los Angeles which is normally 2-3 days. Dr. Cumberlin is uniquely qualified to serve on the PLCO Screening Trial and the NLST Screening Trial. He is responsible for starting the pathology tissue collection project, negotiated all aspects of these trials with the screening centers, central laboratories and coordinating centers. In addition to his involvement in both the PLCO and NLST trial structures and starting the PLCO pathology tissue collection, he is also familiar with the NCI Community Clinical Oncology Program (CCOP) administrative and review structure of NCI clinical trials. Dr. Cumberlin is the only source known to the NCI that can meet the obligations required for this service. Period of Performance shall be for a base year: twelve (12) months from date of award with four (4), twelve (12) month options. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm EST on January 8, 2007 to Malinda Holdcraft, Contract Specialist. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
