Description
POTENTIAL OFFERORS WILL BE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION AND ANY AMENDMENTS THAT MAY HAVE BEEN ISSUED. This acquisition is being advertised under full and open competition. The National Institutes of Health (NIH), Pharmaceutical Resources Branch of the Developmental Therapeutics Program, Division of Cancer Treatment and Diagnosis, National Cancer Institute (PRB/DTP/DCTD/NCI) is seeking contractors experienced in the analytical assessment of bulk drug substances and clinical drug products to provide analytical services. Analytical information generated under these contracts will be used for pre-clinical and clinical development of drug candidates. Data provided in the analytical reports will be supplied to the Food and Drug Administration (FDA) as part of the Investigational New Drug (IND) filings for anti-tumor agents. Historical summaries of the data are used in preparing specifications for the various bulk drug substances. These specifications are used in procurement actions as well as for routine quality control of these materials. The contractors selected should be experienced in the analytical assessment of bulk drug substances and clinical drug products and will be expected to have operational equipment and capabilities. All materials to be analyzed will be assigned and usually supplied by the NCI Project Officer. The Project Officer will transmit with each sample with a Request for Analysis. Each contractor shall complete and deliver approximately 20 to 30 Requests for Analysis assignments each year. The contractors shall consider the chemicals and drugs to be analyzed under the proposed contract as proprietary in nature. The contractors shall maintain laboratory notebooks containing raw data at the contract site. All data generated under the proposed contract are property of the Government and must be supplied to the Government upon request. All chemicals and drugs handled during the performance of the projects should be considered potentially toxic, and thus, handled accordingly. Offerors will be instructed to describe their safety program and their approach for the handling of toxic agents. Proposals will be evaluated as to the adequacy of their facilities and their proposed methods of handling these agents. This RFP includes Mandatory Qualification Criteria which must be met in order for an offeror?s proposal to be considered for an award. Request for Proposal (RFP) N02-CM-67036-65 will be available on or about January 11, 2007and receipt of proposals will be due on or about 2:00 p.m. eastern prevailing time on February 13, 2007. The RFP will only be available electronically and must be accessed through the National Cancer Institute?s, Office of Acquisition external website at URL: http://rcb.nci.nih.gov/ Once there, click on Current Requests for Proposals. All information required for submission of a proposal will be contained in the electronic RFP package. POTENTIAL OFFERORS WILL BE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE RFP AND ANY AMENDMENTS. It is the offeror?s responsibility to monitor the above Website for the release of this RFP and amendments, if any. This solicitation is anticipated to result in three (3) awards to offerors capable of performing all aspects of the work described in the SOW. These contracts shall be cost-reimbursement, completion type and will be awarded for a period of five (5) years with option for yearly extension up to two (2) additional years. All responsible sources may submit a proposal which shall be considered by the Government. This advertisement does not commit the Government to award any contracts. The proposed contract project represents a re-competition of the following contracts: N02-CM-27008 with Midwest Research Institute; N02-CM-27133 with Research Triangle Institute; and N02-CM-27134 with SRI International.
