- This is a combined synopsis/solicitation for Commercial Items, prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation; a written solicitation will not be issued. This solicitation, HSCG81-07-Q-3YT069, is issued as a Request For Quotation (RFQ). Price quotes are being requested. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-15. Federal Acquisition Regulation (FAR) clauses and provisions are available via Internet address: http://www.arnet.gov/far/. This acquisition is 100% set-aside for Small Business concerns. The North American Industry Classification System (NAICS) is 424990 and Small Business Size Standard is 500 employees. Offers are solicited only from small business concerns. Offers received from concerns that are not small business shall be considered non-responsive and will be rejected. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is the most advantageous to the Government, price, technical performance, and delivery time factors, considered. All offers will be evaluated in accordance with the Simplified Acquisition Procedures, FAR Subpart 13.106. The provisions of FAR Clauses 52.212-1 Instruction to Offerors-Commercial Items (JAN 2004); 52.212-4; Contract Terms and Conditions-Commercial Items (OCT 2003); and 52.219-6 Notice of Total Small Business are incorporated in this solicitation.
