Description
STATEMENT OF WORK The purpose of this document is to identify Alaska Veterans Affairs Healthcare System and Regional Offices (AVAHSRO) requirements to procure the professional services of "value-based leadership" education, training, and consultative services. Key Issues: *The organization's Governing Board has never attended leadership training, either individually or as a group, to enhance efficiency and operation of organizational governance. In order to meet the intended Purpose and Function of the Governing Board, as outlined in local policy and directive, such training is indicated. *To infuse the same "leadership training mindsets" in subordinate level leadership and to allow for the evolving nature of this type of consultancy, associated training for Service Chiefs is indicated. *Past AVAHSRO facilitators have not possessed the competencies necessary to conduct this type of training. * AVAHSRO requires a vendor with direct healthcare experience, an understanding of rural healthcare issues, and demonstrated experience working with healthcare organizations within the state of Alaska. Vendor must have an established curriculum that is tailored to the healthcare environment, and that also brings a focus on not just professional skills, but also personal skills that are essential for being a caregiver, manager, support service worker. * Vendor's services must ensure integration of "value-based leadership" into AVAHSRO's culture with measurable effects. Current Situation: Governing Board (GB) members are generally solid contributors in their individual areas of responsibility. However, the complex nature of the organization and the eclectic background and experience of Governing Board members presents roadblocks to governance progress. It is envisioned this team can perform at a level of innovation in leadership that is greater than the simple sum of sufficient individual actions. Leadership training is indicated to bring this eclectic 8-member staff to its "next level" of leadership. The training will assist GB members to assess themselves and their values, see how personal values interact or conflict with the values of others in the work environment, and provide methods/approaches to address roadblocks - allowing leadership and the organization to reach the next level of operational performance. Identified Requirement: The three-phased approach below outlines AVAHSRO's requirement for initial "values-based leadership" consultative services. Because of the dynamic nature of interpersonal relationships, especially in professional roles and functions, it is anticipated this course of work will evolve over time. I. Phase I: Organization Familiarization: Vendor will: A. Off-site Preparation: Preview pertinent AVHASRO documentation which consists of; Executive Leadership Biographies, the organizations previous Strategic Plan, the current Strategic Plan, and the organizations Mission, Vision and Goals, prior to arrival in Alaska. Vendor will help focus documentation required based on subject matter expertise. B. On-site: Arrive in Alaska for initial five day session. NOTE: Subsequent services and frequency to be determined after organizational familiarization (phase I) and initial education (phase II) are complete. 1) Vendor will perform analysis to determine organization's current framework, focus and direction. 2) Assess current atmosphere and behaviors of AVAHSRO leadership: Governing Board and Service Chiefs. 3) Determine profiles of the AVAHSRO leadership - professional strengths, individual challenges, team contributions and liabilities, etc. 4) Assess interaction dynamics among team members-functional and dysfunctional? 5) Identify leadership's vision for future, envisioned changes. 6) Assess AVAHSRO's previous interventions/actions attempted: successful/unsuccessful. C. Required Service Dates: The availability of staff at AVAHSRO for any training opportunity is hard to predict. Therefore the following dates are provided as the most opportune times to achieve the maximum benefit for all staff: April 16-20, 2007 April 30 - May 4, 2007 May 14-18, 2007 II. Phase II: Introductory Education: Provide initial orientation education on "values-based leadership to all levels of AVAHSRO staff. Expectation of AVAHSRO is that vendor will present education & training sessions, as well as, provide necessary resources/tools for AVAHSRO to be able to incorporate "values-based leadership" into the organization using a train-the-trainer program. A. Session 1: Provide educational forum/presentation on "values-based leadership" focused on executive leadership (i.e. Governing Body of AVAHSRO). Session 2: Provide educational forum/presentation on "values-based leadership" focused on AVAHSRO Service chiefs (approximately 23, mid-level managers). C. Session 3: Provide educational forum/presentation on "values-based leadership" targeted to general AVAHSRO staff (approximately 400) on values-based leadership. Session should be offered several times a day over several days to allow for maximum attendance by all. III. Phase III: Proposed Course of Action/Subsequent Services: Vendor in collaboration with AVAHSRO leadership will: Provide AVAHSRO Director a proposed plan of action for subsequent training/direction to include; Suggested training/education needed to continue progression Frequency of interactions with staff, and details as to which staff these interactions should be with. Idendification of tools that will assist AVAHSRO to "infuse" value-based leadership into the organization Identify measures to evaluate the effectiveness of "value-based leadership" implementation within AVAHSRO.
