- Pension Benefit Guaranty Corporation (PBGC), 1200 K Street, NW, Washington, DC 20005, intends to negotiate a Contract with DebtWire, an online service for information that covers information on companies from the early stages of financial distress through to their Chapter 11 filing and post restructuring recovery phase. They identify universes of "stressed", "distressed", Chapter 11 and "post restructuring" companies and deliver news on advisory engagements, secondary market trading, operational performance and inter-creditor negotiations. They also cover new issuance and secondary trading in the second lien market. This system is a unique informational tool. The information and e-mail service that this publisher provides is proprietary. PBGC intends to negotiate a Contract under the authority of FAR 13.105. The Government is unaware that any other source that can provide the required electronic services. However, statements of capability to fulfill this requirement received from other responsible businesses prior to close of business on January 11, 2007 will be evaluated, for purposes of determining whether to conduct a competitive procurement.
