- THIS IS AN INTENT TO SOLE SOURCE ANNOUNCEMENT PURSUANT TO FAR 6.302-1. THIS CONSTITUTES THE ONLY WRITTEN NOTICE, NO OTHER NOTICE OR SOLICITATION SHALL BE ISSUED AS A RESULT OF THIS NOTICE. The NAICS Code for this acquisition is 541519 Other Computer Related Services, with a Size Standard of $21.0 M. The potential contract value is $234,500.00. The U.S. Census Bureau requires the continued support of consultation, technical and training services in support of the design, customization, and tuning of an interactive update application using the Acquis ADE application. The Geography Division has started the redesign effort for the MAF/TIGER database, which is at the heart of the Geographic Support System. The Geography Division has made the decision to use Oracle?s Topology Data Model in the redesign of the MAF/TIGER database. An integral part of the GSS is an interactive update application that will allow users to view and maintain the MAF/TIGER data. Acquis Inc. has developed a COTS (commercial-off-the-shelf) product/application, Acquis Data Editor (ADE) that allows viewing and update of spatial data in an Oracle database. ADE was designed to interface with Oracle?s Topology Data Model that was introduced with the release of Oracle 10g. The Geography?s Division?s software developers will customize this product to support users who need to update spatial data and maintain persistent topology using the Oracle model. The Division owns eleven development licenses for the ADE, and has developed a proof of concept prototype to test plotting and update strategies with the application. The contractor shall continue to provide consultation, technical support and training in the design, customization, and maintenance of a new interactive update system built around the Acquits ADE application. The contractor shall continue to provide assistance with the customization of the "out of the box" ADE as well as provide expert support services as it relates to the Oracle Spatial technology platform to achieve additional functionality and performance enhancements. The tasks include ADE Application Consultation, Customization Support, and Guidance. Deliverables include an agenda/curriculum, guidance in Q&A sessions and informal training with individual developers, and a written progress report. Long distance travel is anticipated and will be reimbursed in accordance with Federal Travel Regulations. The place of performance shall be U.S. Census Bureau, Geography Division, 4600 Silver Hill Road, Washington, DC 20233. The period of performance shall be one year from the date of award. The government anticipates awarding a time and materials contract using Part 15 Negotiated Competitive Procurement procedures. Interested parties may submit information in accordance with this announcement, which may or may not be considered, within 15 days of the posting of this announcement. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
