Description
THIS IS AN AMENDMENT TO THE ORIGINAL POSTING. The National Institutes of Health (NIH), National Institute of Child Health and Human Development (NICHD) have a requirement to procure the services of Dr. Bo Yoon, Seoul, Korea. The PRB/NICHD is currently located at Hutzel Women's Hospital/Detroit Medical Center. The purpose of this is to obtain the services of a collaborator at Seoul National University in Seoul, South Korea. Some research protocols of the Perinatology Research Branch are also conducted in Korea. The contractor will provide services obtaining IRB approval at the Seoul National University Hospital as well as obtaining annual renewals required. There are several protocols currently approved and 1 or 2 others under consideration for the Seoul location. In order to support its operations, the PRB requires Maternal-Fetal Medicine consulting services necessary for the performance of clinical and research activities of the Perinatology Research Branch. The consultant will be requested to advise NICHD on matters pertaining to writing manuscripts, abstracts, posters, IRB protocols and analysis of data and generation databases for research purposes. Specifically, the contractor will provide the following services: 1) It is expected that the contractor will do some work on site at the Perinatology Research Branch in Detroit. 2) This will require travel to Detroit periodically. 3) The rest of the work could be done by the contractor away from the Branch provided that productivity is acceptable. Dr. Yoon is an Assistant Professor of Obstetrics and Gynecology at Seoul National University. Dr. Yoon has experience and expertise with research studies in Maternal-Fetal Medicine, including expertise in the analysis and reporting of clinical studies in the scientific literature. Dr. Yoon is immediately available to provide the services required by the Perinatology Research Branch. The Project Officer or other designated NICHD personnel will provide overall direction and an outline of the scope of specific services required to support the operation of the Perinatology Research Branch. The Branch Chief and other designated NICHD personnel will be available to the Contractor for consultations relevant to the Statement of Work. The Contractor shall provide all services described in the Statement of Work of this Contract. The Contractor will be available for meetings and consultations relevant to the scope of the Statement of Work. The proposed length of this contract will be for nine months. To the best of the Governments knowledge the proposed contractor is the only known source that can provide the services that we require. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. However, this solicitation is not set aside for small business. Interested vendors may identify in writing their interest with a capability statement to the Contracting Office prior to the closing date of this notice. This notice of intent is not a request for competitive proposals, however, all responses received, before the closing date, of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that the Request for Quotation (RFQ) NIH-NICHD-07-120 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. The anticipated award date is January 19th, 2007.
