- MODIFICATION 11: The following are amended or added to the solicitation: 1) Under C.4.3.6. GENERATOR PM/REPAIR ACCEPTABLE QUALITY LEVELS (AQL). The credit percentage for the following subtask, Providing BOM to Post for All Work to Be Performed by Post or On Return Visit is changed to 25 percent in lieu of 75 percent. 2) 0019AF Travel Labor is added to B.1., Line Item Explanations under CLIN 0019 TRAVEL REIMBURSABLES. 3) 0019AC Per Diem is changed to read 0019AD Per Diem under B.1. Line Item Explanations, CLIN 0019 TRAVEL REIMBURSABLES. 4) The following is added under B.1. Line Item Explanations, CLIN 0001 - Contract Operation Services. Contractor's costs for implementation, administration, and management of its Quality Control Plan to include travel, lodging, per diem, etc. 5) C.2.7.1 is amended to read a s follows: Contractor Acceptable Quality Control (AQL) Plan: The contractor shall submit a Quality Control (QC) Plan (or an updated Quality Control Plan if submitting the Quality Control Plan submitted in the proposal) within fifteen (15) days after contract award for review and acceptance by the COR. An updated copy shall be provided to the COR for review as changes occur. The plan shall demonstrate the methods for insuring that all requirements identified in the statement of work, including the effectiveness of cost control reimbursable items, will be met. The plan shall also specify methods to gauge the effectiveness of the contractor?s program practices and procedures. The contractor's costs for implementation, administration, and management of its Quality Control Plan to include travel expenses, lodging, per diem, and other costs, etc. shall be included in CLIN 0001, Contract Operation Services. 6) Exhibit 16: Section L Documentation is added to the Table of Contents as item number 16. Offerors are to submit the following Section L documentation, L.2. 652.228-70 Defense Base Act - Covered Contractor Employees (JUNE 2006) and L.12 52.232-38 SUBMISSION OF ELECTRONIC FUNDS TRANSFER INFORMATION WITH OFFER (MAY 1000). 7) Offerors shall delete the following provisions from Section L, L.8. 52.222-46 Evaluation of Compensation for Professional Employees (FEB 1003) and L.14 52.237.10 Identification of Uncompensated Overtime (OCT 1997). 8) The solicitation number on Exhibit 1 (Coverpage), Section L shall read SALMEC-06-R-0118 in lieu of SALMEC-06-R-0055. 9) The following information is added: The contractor will be able to obtain two (2) official passports for each technician to travel on while on official business duty. 10) The following information is added: The contractor will have to submit a hardware and software request for each employee working on the contract that requires opennet connectivity. These requests will be evaluated by the Department of State and those approved will be provided by the Government. The specific procedure to do this will be explained to the selectee. 11) The following information is added: Normally, the contractor will purchase lodging commercially. For reasons of security, generally the Post will make reservations for the teams within per diem limits in facilities that have been approved by the Post Regional Security Officer. The contractor can coordinate with OBO (C.O.R.) and Post (point of contact for the visit) if there is a reason to pursue different arrangements. In rare circumstances, contractor personnel may be requested or required to avail themselves of post provided housing. 12) The offeror is responsible for all amendments/modifications posted on FEDIBIZOPPS.gov. as stated on page 2 of the solicitation. 13) The cutoff for requesting supplemental documentation for Attachment A, Section L shall be Tuesday, January 2, 2006 at 12:00pm EDT. The U.S. Department of State?s Office of Overseas Buildings Operations (OBO) intends to award a Fixed Price, Performance Based, Indefinite Delivery, Indefinite Quantity (IDIQ) contract for the maintenance and repair of Government owned/leased equipment/facilities at U.S. Department of State (DOS) diplomatic missions overseas. This requirement is 100% set aside for small disadvantaged business in the SBA 8(a) program. Due to time constaints, the offeror shall have a Top Secret Facility Security Clearance or Interim Top Secret Security Clearance at time of proposal submission. The offeror shall provide all labor, equipment, parts/supplies and management necessary to perform facility maintenance and repair. These services include facility preventive maintenance, elevator inspection and preventive maintenance, generator repair, condition monitoring, infrared thermography Inspection, emergency facilities assistance and fire protection maintenance at diplomatic missions throughout the world. The proposed performance period shall be one (1) base year and four (4) one year option periods (which shall be exercised at the sole discretion of the Government). The North American Industry Classification System (NAICS) code for this procurement is 561210, Facilities Maintenance, and the small business size standard is $32.5M. The Government intends to solicit this requirement as a competitive 8(a) set-aside using acquisition procedures outlined in FAR Part 15. One award is anticipated. The Government shall make an award to the responsible offeror whose offer conforms to the requirements of the solicitation and is evaluated as being the Best Value to the Government, cost or price and other factors considered. The Government intends to issue a solicitation on or about October 24, 2006. All prospective offerors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award.
