Description
The Power Conditioning and Continuation Interfacing Equipment (PCCIE) Program Office, 500 Combat Sustainment Squadron (Battle Management) 500 CBSS/GBLD invites prospective contractors to an UPS Fuel Cell Industry Day to be held on 28 February 2007, 8:30 a.m., at the Ridley Mission Control Facility, Bldg 1441, Edwards AFB CA. Contractors planning to attend must contact Mike Dougherty, Program Manager, at the following email address, Michael.dougherty@hill.af.mil, no later than 30 January 2007 with the names of those attending. Due to space limitations, participation for this Industry Day will be limited to three people per contractor. Also, due to site security requirements, only US citizens will be allowed to attend. It is the intent of the PCCIE Program Office, which is the United States Air Force Product Group Manager for PCCIE, to explore the feasibility of utilizing fuel cell technology in an effort to replace in total or augment UPS batteries at a remote location at Edwards AFB Ca. Attendees must have the capability to design a complete cradle to grave UPS solution which is unique for Edwards AFB, CA, including a qualified UPS which meets Air Force standards, ancillary equipment e.g. remote monitoring, installation, set up and removal and follow on maintenance of any current UPS equipment. A contractor must also have a proven 20 to 30kVA, three phase, on-line, double conversion UPS fuel cell system that has previously been fielded. PCCIE engineers will be available to answer questions on the current Air Force standards for UPS equipment. Additionally, PCCIE administers an Indefinite Delivery/ Indefinite Quantity (ID/IQ) Contract and is looking to incorporate fuel cell technology into future procurements. Additional information will be provided to those contractors who are interested in attending regarding the sites access requirements. This specification applies to on-line/reverse transfer, Uninterruptible Power Supply (UPS) systems. This specification is for Commercially Available Equipment (CAE) and defines requirements for the contractor to completely engineer, furnish, install and test UPS Systems worldwide. Services include providing various engineering and technical services, and accomplishing reconfiguration, upgrading, and expansion of an existing UPS Systems, as well as installing new UPS systems under this contract. The contractor shall provide all efforts needed to design, supply, test, transport, survey, install, start-up, train personnel, deliver, de-install and dispose of old equipment, warrant, and maintain UPS/UPS systems as described herein. The contractor shall provide a turn-key system, consisting of the UPS equipment, ancillary equipment, material and services, which satisfy the site specific unique power needs. Due to the diversity of sites and installations, equipment, system design and configuration shall be appropriate for the facility and application, e.g. computer room, office environment, industrial area, austere, or pristine conditions. When specified at the time of order, the contractor shall ensure all subcontractors provide the same support, maintenance, data, and warranty requirements levied on the contractor. Ancillary equipment shall only be supplied as part of a UPS system acquired under this contract. The UPS provided shall be on-line/reverse transfer. Double Conversion (on-line/reverse transfer) systems are defined as those UPS systems which provide continuous filtered power to the load. When commercial power fails, the inverter section draws needed power from a DC source (usually a battery), with no mechanical switching action on the load. If the on-line/reverse transfer UPS system fails, it automatically transfers the load back to the bypass source with no interruption to the critical load. The Contracting Officer (CO), Linda R.
