Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. A faxed copy of this Request for Quote as contained herein will be provided to all requestors. Quotes are being requested and a written solicitation will not be issued. This solicitat ion is issued as a Best Value Lowest Price Technically Acceptable request for quote (RFQ) W9124B-07-T-0004 Using Simplified Acquisition Procedures under the Test Program at Subpart 13.5. The Government intends to award to the responsible offeror(s) whose offer conforming to the solicitation will be the most advantageous to the government based on the Best Value Lowest Price Technically Acceptable offer for the requirement in accordance with the scope of work. Award will be made in the following order of precedence: 1. GSA 2. Full and Open. All Quotes are due on January 12, 2007 4:00PM PST. In addition to the technical acceptable criteria Contractor must submit verifiable evidence for scope of work requirements and qualifications of all personnel performing the work. Technical acceptable criteria are Submission of evidence of the following m inimum qualifications: SERVICE REQUIREMENTS as listed in the scope of work. Five years of local experience in applying dust control in remote locations. Remote locations are sites where utilities and water are up to 20 miles away. Demonstrated success on projects up to 20 acr es in size and/or 10 miles of trail. Demonstrated success controlling fugitive dust on heavily used roads and trails, aviation areas, maintenance/rail yards, and sandy/silty soils. The award will be a FIRM FIXED PRICE PURCHASE ORDER. Period of Performan ce for this requirement will be from date of award to 30 SEP 2007. THE PLACE OF PERFORMANCE IS THE NATIONAL TRAINING CENTER, FORT IRWIN, CALIFORNIA. The REQUIREMENT is for Soil Sement Dust Control supplies/services per scope of work. This solicitation d ocument and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2004-25. This is a full and open procurement and is under North American Industry Classification Standards (NAICS) code 325613, the size standard is 50 0. Answers to que stions submitted in writing will be posted by amendment in the fedbizopps on or about January 10, 2007. SCOPE OF WORK FOR DUST CONTROL 1. LOCATION: National Training Center (NTC), Fort Irwin, San Bernardino County, Calif ornia. Fort Irwin is located approximately 35 miles north of Barstow, CA. 2. PURPOSE: Obtain periodic and recurring service to provide and apply products for soil stabilization and dust abatement at Fort Irwin. Areas to be treated include, but are not limited to, wheeled vehicle roads, tank trails, helipads, staging areas, mai ntenance yards, and land rehabilitation sites. 3. AUTHORIZATION: Army Regulation 200-3, Natural Resources -- Land, Forest, and Wildlife Management, as amended. Army Regulation 200-1, Environmental Protection and Enhancement. Sikes Act and H.R. 3300, The Natural Resources Management on Military Lands Act (Sikes Act amendments). 4. BACKGROUND: The NTC, an Army installation of approximately 1000 square miles, located within the Mojave Desert in southern California, provides a unique training environment. Dust generated by tracked and wheeled vehicles on desert road surfaces and in other areas of fine particulates causes human health concerns, visibility problems, and potential environmental compliance citations. In areas where paving is impractical for cost and maintenance reasons, chemical stabiliza tion of road and other surfaces provides an alternative solution for dust abatement. In addition, the Integrated Training Area Management program sometimes requires a soil tackifier to stabilize seeded areas and other rehabilitation project sites. Dust p alliatives appropriate for both stable, compacted substrates and un-compacted substrates with a high percentage of fine particulates are needed. These products must meet the highest standards for environmental safety. 5. GENERAL REQUIREMENTS: The Contra ctor shall furnish sufficient supervisory, administrative, and field personnel to ensure successful and timely completion of the work. The Contractor shall furnish all labor, management, supervision, tools, materials, equipment, incidental engineering, tr avel, lodging/subsistence and transportation necessary to perform the required work at Fort Irwin. The Contractor shall conduct a preliminary on-site evaluation to provide an estimate of the appropriate application rate and any necessary pre-treatment to surfaces. The Contractor shall provide chemical product for soil stabilization in areas specified by the COR (as recommended by the ITAM Technical Representative in coordination with NTC personnel). The Contractor must have demonstrated success with dust control products under similar soil conditions and usage patterns. 6. MATERIALS TO BE PROVIDED BY THE GOVERNMENT: The Contractor will be provided with area estimates, distances from the nearest water point, and working copies of site maps for areas to b e treated. The Station Contact will also provide updated Rotational Training Calendars for scheduling purposes. 7. SERVICE REQUIREMENTS: The Contractor must provide proof of valid Class A - General Engineering Contractor License issued by the Contractor s State License Board of the State of California. The Contractor shall provide proper equipment to ensure quality application and provide proper management and technical support to ensure quality control. The Contractor must use a certified backflow prev enter when utilizing any hydrant on Fort Irwin. The Contractor shall be capable of providing application and technical service 24 hours a day, 7 days a week. The Contractor shall apply the product as the surface can absorb. Multiple passes will be used to provide the optimum saturation of the substrate and prevent excessive puddling and runoff. The Contractor shall have experience in determining correct product application rates for tracked vehicle areas, aircraft sites, maintenance yards, and seeding a reas. The Contractors field personnel shall have experience with both spray truck and hose application of the product as required for proper saturation of soil particles. The Contractor shall provide technical consultation for blended applications (i.e. substrate is graded, blended with the dust control material and reapplied). Necessary construction equipment and personnel will be provided under separate contract. The Contractor shall have chemists, laboratory facilities, and the capability to provide product formulations specific to s oil and traffic conditions at Fort Irwin. The Contractors field personnel must have completed an operator-training program. The Contractor shall be capable of accomplishing the required applications within the time constraints of training at Fort Irwin, NTC. (This may include infrequent emergency applications with only two weeks notification.) The Contractor shall be capable of supplying quantities ranging from 10,000 to 100,000 gallons of product at a time. The Contractor shall be capable of completi ng large projects at remote locations. The Contractor shall submit an MSDS for each product. 8. PRODUCT REQUIREMENTS FOR CONSOLIDATED SURFACES: The product shall be an acrylic polymer emulsion designed for the control of fugitive particulate matter. T he product must have approval for use at Fort Irwin from the Directorate of Public Works (DPW) and the Lahontan Regional Water Quality Control Board (LRWQCB). The product must be capable of dilution using secondary treated water with no resultant decrease in effectiveness. The product must not be toxic to animals or humans. The product must not change the pH of the soil. The product must contain no oils, petroleums, asphalts, sulphates, or chlorides. The product must not auto-ignite or be combustible. No known substances may be physically or chemically affected by contact with the product. The product must not be an oxidizer, a classified waste material, a regulated material, or a reportable product. The product must have a cumulative effect on the s urface to which it is applied. The product must reduce total suspended solids. The product must not wash away (or re-emulsify) with rain, leach into the ground, or contribute any pollutants to storm water run-off. The product must have a drying time of four hours or less at 26o C. Once cured, the product must be odorless (approximately 24 hours after application). The product must be capable of withstanding tracked vehicle traffic. The product shall be suitable for use as a tackifier for seeded areas. The product must persist in areas of wheeled vehicle traffic for periods of one year or more. The product must be suitable for application with no preliminary surface preparation necessary (i.e. an already compacted trail does not have to be ripped, gra ded, or otherwise disturbed prior to treatment). The product must not contain any of the following heavy metals at the level of detection (LOD) shown on the right: Arsenic 0.005 mg/l Barium 0.250 mg/l Cadmium 0.010 mg/l Chromium 0.050 mg/l Lead 0.050 mg/l Mercury 0.001 mg/l Nickel 0.025 mg/l Selenium 0.005 mg/l Silver 0.025 mg/ The product must not contain any of the following at the level of detection (LOD) shown on the right: Heptachlor 0.001 mg/l Heptachlor epoxide 0.001 mg/l Chlordane 0.002 mg/l Benzene 0.005 mg/l Carbon tetrachloride 0.005 mg/l Chloroform 0.005 mg/l 1,4-Dichlorobenzene 0.005 mg/l 1,2-Dichloroethane 0.005 mg/l 1,1-Dichloroethylene 0.005 mg/l O-Cresol 0.100 mg/l M-Cresol 0.100 mg/l P-Cresol 0.100 mg/l 2,4-Dinitrotoluene 0.100 mg/l Hexachlorobenzene 0.100 mg/l Hexachloro-1, 3-Butadiene 0.100 mg/l Hexachloroethane 0.100 mg/l Methyl ethyl ketone 0.100 mg/l Nitrobenzene 0.100 mg/l Pentachlorophenol 0.100 mg/l 9. PRODUCT REQUIREMENTS FOR UNCONSOLIDATED SURFACES: The product shall be a high viscosity synthetic iso-alkane designed for the control of fugitive particulates on unconsolidated surfaces. The product must have approval for use at Fort Irwin from the Di rectorate of Public Works (DPW) and the Lahontan Regional Water Quality Control Board (LRWQCB). SITE VISITS: ?Prior to commencing work, the Contractor shall attend a pre-performance conference/site visit. The Contractor and the Contracting Officer will mutually agree upon the date and time. The purpose of this meeting is to make an introduction of key personnel , arrange access to the facilities and to arrange for the transfer of information and maps that shall be provided by the Government. ?The Contractor shall request access to the field sites from the ITAM Technical Representative at least seven (7) working days prior to the proposed visit. Access shall be subject to the rotation-training schedule. The Contractor shall contact the Techni cal Representative at least twenty-four (24) hours prior to each site visit to confirm arrangements and receive updated range access information. ?The Contractor shall be responsible for all damages to persons and property that may occur as a result of negligent actions in connection with execution of the work. The contractor shall hold the U.S. Government free from all claims and suits for damages as the result of this Scope of Work. 11. PROTECTION OF GOVERNMENT PROPERTY: During execution of the work, the Contractor shall take special care to protect Government property. ?The Contractor shall return areas damaged as a result of negligence under this contract to their original condition, including revegetation or replacement of damaged habitat if necessary. ?Unauthorized collection of cultural material is not allowed. The Government will consider unauthorized collection a violation of the Archaeological Resources Protection Act (ARPA) and subject to criminal and civil penalties. ?The Contractor is expressly prohibited from doing any plant or animal collection on Government property. No animals will be brought on to Government property and released. Personal pets are not to be brought on to Government property. The Contractor wi ll not remove dead, injured, or sick wildlife from Government property. All such wildlife shall be reported immediately to Range Control. 12. STATION STIPULATIONS: The Contractor must comply with all station security rules, regulations, requirements, and day-to-day operational changes. It is the Contractors responsibility to obtain all security/entrance clearance including badges. ?The Contractor and his/her representative(s) must show valid Drivers License, vehicle registration and proof of insurance upon entering post. ?The Contractor and his/her representative(s) are required to obtain a contractors pass for themselves and all vehicles. All Contract personnel are required to attend a Range Safety Brief prior to performing any fieldwork downrange. These are scheduled at 1300 every Tuesday. Individual Range Safety Cards are valid for one year. These permits are obtained through the Station Contact. ?The pass must be carried on each Contractor and his/her representative(s) when they are within the boundaries of the NTC, expansion areas, or Goldstone Station. Escorting persons who do not hold a valid pass will result in revocation of the Contractors access to NTC and immediate termination of all activities at NTC as well as non-fulfillment of the Contract. ?In addition to individual range safety cards, every Contractor vehicle that goes on a range must carry a daily range pass issued by the Range Firing Desk. Information required for this pass (vehicle license and description, names of personnel, destinatio ns, departure and return times) must be provided to the Technical Representative seven (7) working days prior to the proposed visit and confirmed the work day immediately preceding the visit. 13. SAFETY REQUIREMENTS AND REPORTS: Prior to commencing work, the Contractor shall meet in conference with the Contracting Officer to discuss and develop mutual understandings relative to administration of the Safety Program. ?The Contractor must develop a Spill Response Plan. This is a document that identifies all hazardous materials at the field site and identifies precautions to avoid unintentional releases and what to do if a spill occurs. ?The Contractor shall submit to the Contracting Officer a full report of damage to Government property and/or equipment by Contractor employees. All damage reports shall be submitted to the Contracting Officer within 24 hours of the occurrence. ?Only emergency medical care is available in Government facilities to Contractor employees who suffer on the job injury or disease. Care will be rendered at the rates in effect at the time of treatment. 14. PAYMENT FOR WORK AND SERVICES: Payments shall be made for services upon invoicing after each application period.
