Description

The Contracting Center of Excellence (CCE) on behalf of the Office of the Army Chief of Chaplains intends to award a sole source contract to Rev. Regis Armstrong, of the Catholic University of America, 220 Curley Hall, Washington D.C, to provide the training and environment conducive to enhancing the spiritual well-being and professionalism of approximately 100 Catholic Army Chaplains. He is a professionally qualified presenter with Catholic academic and pastoral credentials and able to provide the spiritual wisdom and insight which will enhance the personal spirituality and spiritual leadership of the priest chaplain. There is no central agency for contracting Catholic presenters with the academic and pastoral qualifications required. Father Armstr ong has given numerous priests conferences over the years and is widely regarded as an expert in spirituality and the apostolate of priests. The three Spiritual Priest training events will be held at the following sites in support of the Armys Chief of C haplains Office, Directorate of Ministry Initiatives: 08-12 January 2007 (Florida); ) 05-09 February 2007 (Hawaii); and 16-20 April 2007 (Germany). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source. This notice of intent is not a request for competitive proposals. However, the Government will consider all capability statements received by 03 Jan 2007, 3:00 PM. A determin ation by the Government not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government.
