Description

The US Army Medical Research Acquisition Activity proposes to make an award to the Henry M. Jackson Foundation for the Advancement of Military Medicine, 1401 Rockville Pike, Suite 600, Rockville, MD, on a sole source basis, to provide technical manag ement and support of ongoing human research protocols investigating the effects of sleep loss, recovery sleep, and pharmaceutical interventions on cognitive and psychomotor performance. This is for the continuation of a current ongoing research project. T he period of performance is for a base period of 9 months (1 Mar 07  30 Nov 07) and 4 option years. Competing this requirement and awarding to any other source would result in substantial delays and disruption of a project already in progress and would a lso increase the overall cost to the Government. This procurement shall be under other than full and open competition procedures in accordance with FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirement s. This notice is not a request for a competitive proposal. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Governments requirements and that competition of the requirement would be advantageous to the Government. If no written responses are received at least fifteen (15) days after the publication of this response, the purchase will be awarded without further notice. Note 22.
