Description
The National Park Service (NPS) will issue a Prospectus soliciting proposals for a 10-year concession contract to provide passenger ferry services at Statue of Liberty National Monument and Ellis Island on December 28, 2006. The Prospectus will explain the business opportunity and the terms and conditions under which the NPS will award the concession contract. The NPS Director, pursuant to 36 C.F.R. Part 51, determined that the existing concessioner is not a preferred offeror for the contract. Any offer in response to the Prospectus, including that of the existing concessioner, must be received by the Chief of Concessions, Northeast Region, National Park Service, 200 Chestnut Street, 3rd Floor, Philadelphia, Pennsylvania 19106, (215) 597-7055, no later than sixty (60) days after release of the Prospectus in order to be evaluated and considered for award of the concession contract. The Prospectus will be released on Thursday, December 28, 2006, for a 60-day response period under the terms described in the Prospectus, with proposals due at the address above no later than 4:00 p.m. on Monday, February 26, 2007. The Prospectus will be available on the NPS Concessions website, http://www.concessions.nps.gov/Prospectus.cfm. Any updates to the Prospectus will also be made available on this website. Paper copies of the Prospectus may be requested by email message to NER_STLI_Concessions@nps.gov, attention David Funk, 413-323-9170. Paper copies may be collected in person at the address above between 9:00 a.m. and 4:00 p.m., Monday through Friday (excepting federal holidays), for a printing charge of $56 per copy. If requested, paper copies will be sent by standard overnight Federal Express for a total charge of $65 per copy. Make checks or money orders (no cash accepted) payable to the National Park Service. A Tax Identification Number (TIN) or Social Security Number (SSN) is required on all checks and money orders. Telephone numbers and business addresses (no post office boxes) are required for delivery by Federal Express. If you obtain the Prospectus from the website and intend to submit a proposal, we recommend that you advise us of your interest in an email message to NER_STLI_Concessions@nps.gov so we can include your information on a contact list to receive responses to questions or other additional information related to the Prospectus. The NPS will email information to parties who are identified on this contact list and will also post documents on the website above to convey such information to all interested parties. A site visit will be held on Tuesday, January 9, 2007, to allow interested parties an opportunity to see facilities related to this concession contract. Participation in the site visit will not be required to submit an offer but attendance is encouraged. The site visit will begin at 9:00 a.m. on Ellis Island. Access to Ellis Island will be from Battery Park in Manhattan and Liberty State Park in Jersey City, New Jersey. All parties intending to attend the site visit MUST SEND AN EMAIL MESSAGE TO NER_STLI_Concessions@nps.gov, Attention David Funk, 413-323-9170, BY THURSDAY, JANUARY 4, 2007, to receive security clearance and additional directions by return email message. The email should provide at a minimum a listing all attendees by full name, organization, address and phone contact number. In addition, the email address and phone contact number of the organization's primary contact is required for coordination purposes. Any materials distributed during the site visit will be available on the website above.
