Description
The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ seeks to identify potential sources for the manufacturer of a new land based Mobile Electrical Power Plant (MEPP). For the purposes of this RFI, the new unit shall be called the Ground Power Unit (GPU). The government is requesting information on the availability of a commercial-off the shelf (COTS), diesel driven, trailer mounted, modular solid state, power generator to be utilized at Navy shore facilities. Land-based MEPP's are used to supply AC and DC power for servicing, maintenance and starting of fixed wing and rotary wing aircraft. The GPU will serve as a replacement for existing NC-10 and A/M32A-108 series MEPP's. The GPU is intended to support all naval aircraft and must meet the following criteria: (a) 180KVA Power Rating , with two 115/200VAC, 400Hz, 3-phase, 4 wire, outputs(90KVA per output), at 0.8 lagging power factor ; (b) Nominal voltage outputs of 28VDC (14KW continuous) and 270VDC (65KW continuous); (c) Tow-able over all types of terrain at maximum speeds of 20 mph without damage; (d) Transportable without being damage by aircraft, ship, truck or rail; (e) Designed for extended operation in unsheltered locations exposed to the environment; (f) Diesel powered; (g) Mounted on a four-wheel, steer able trailer with integrated tow bar; (h) Utilize solid-state voltage regulator and fault detection technology; (i) Fully operational control panel to monitor and control power output; (j) Operate on a variety of diesel and aircraft fuels; (k) All operating controls and instrumentation properly illuminated for night operation; (l) Provide various safety controls for protection of operator and unit; (m) Meet current EPA Emission Standards ;(n) meets or exceeds MIL-STD-704E Electrical Power Quality Requirements. The government will host an Industry Day on FEBRUARY 21, 2007 in Solomon Island, Maryland at the NAVAL Support Equipment Facility. The purpose is to familiarize potential sources with the existing MEPP's. The Government will provide an overview of the existing MEPP's and the pending solicitation. A formal question and answer period will follow. Ten (10) days prior to the Industry Day, companies interested in attending are requested to provide the following: 1) Name(s) and title of personnel attending, 2) country of citizenship,3) type of security clearance held (if you have one), and 4) Company Name. Interested companies are requested to provide information on their COTS ground power units. Respondents to this RFI may provide catalogs that present both technical and functional descriptions. Technical manuals, training description/material, warranty, testing documentation, brochures and/or any other documentation that describes the capability to manufacture and support an effort of the type described herein. In addition, it is requested that respondents identify government and/or commercial customers to whom same or similar equipment has been developed. Provide customer point of contact, including a telephone number, e-mail address or web site, quantities sold along with dates sold, and a description of the ground power unit(s). This RFI is issued for the purpose of determining market interest, feasibility, and capability of sources and does not constitute a request for proposal. This announcement is not a formal solicitation and is not a request for proposal. No contract will be awarded from this announcement. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding upon the government. No reimbursement will be made of any costs to provide information in response to this announcement or any follow-up information requests. Availability of any formal solicitation will be announced under a separate Federal Business opportunities announcement.
