- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference number is AV7R102100R177 and this solicitation is issued as a request for quotation (RFQ). This RFQ does not provide for full and open competition. Justification for Other Than Full Open Competition is FAR 6.302-1, 10 USC 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-09, effective 19 April 2006. The associated NAICS code is 333314 and small business standard is 500 employees. The government intends to purchase the following: CLIN 0001 - Laser Source Simulator, P/N LSS-200, 6 each. The intended source is AZ Technology, Inc. and is the only source that has the specifications and technical knowledge required to manufacture these laser source simulators. A firm fixed price contract is contemplated. The delivery required is within 6 weeks after receipt of order. Place of delivery will be L-3 Communications, Lexington, KY. The inspection/acceptance is at Origin by a Government QAR. The FOB is Origin. The following provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors-Commercial; 52.212-3, Offeror Representations and Certifications-Commercial Items (Offerors are instructed to complete this section and return with their quote); 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or executive Orders-Commercial applies to this acquisition. The following DFAR clauses cited are applicable to this acquisition: 252.204-7004, Required Central Contractor Registration; 252.211-7003, Item Identification and Valuation; 252.212-7000, Offeror Representations and Certifications-Commercial Items; 252.232-7003, Electronic Submission of Payment Requests; 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items.
