- The Centers for Medicare & Medicaid Services (CMS)intends to award, under Simplified Acquisition Procedures, a sole source fixed price purchase order to Walton J. Francis, 5700 Robeys Meadow Lane, Fairfax, VA. 22030-5833 for the following services: participate and advise on all aspects of the regulatory planning and development processes for selected, highly critical and complex Medicare and/or Medicaid regulations specially, Deficit Reduction Act (DRA) of 2007 regulations and the annual Prospective Payment System regulations (PPS). The contractor shall focus specifically on working the Office of Strategic Operations and Regulatory Affairs (OSORA) to conduct time sensitive economic and impact analysis for select DRA+PPS critical regulations, as identified by the OSORA Director. This work shall include input into regulatory and preamble language associated with the analysis conducted by the contractor as well as identifying options and alternatives based upon the analysis. The contractor will be involved in the development of the other materials relating to the analysis and meetings as required by the OSORA Director in order to ensure that all critical, short-term regulatory plans, draft regulatory documents, all decision documents and relevant research studies and communications are completed in a timely manner. The contractor shall advise CMS as to his findings through both oral and written communications. Mr. Francis is a nationally recognized health care expert, with a particular focus on public health care programs and specifically the Medicare & Medicaid programs. Mr. Francis has more than 30 years of hands on experience in the development and evolution of the federal government health care programs. His knowledge and expertise in Federal Health Care Programs extends well beyond Medicare & Medicaid programs, and the Department of Health & Human Services (DHHS) health care programs. He authors the Washington Checkbook?s Annual Guide to Federal Employee Health Benefits Plans. His broad based knowledge significantly enhances the quality of his analytics in the preparation of regulatory impact analysis for major, critical Medicare and Medicaid regulatory initiatives. He has extensive professional knowledge of the evolution of the Medicare and Medicaid programs and their regulatory initiatives in the Medicaid program mandated by the recently enacted Deficit Reduction Act and for the continued evolution of the Medicare program?s prospective payment systems. The contractor has expert knowledge of the DHHS?s and President?s Office of Management and Budget?s (OMB) regulatory clearance authorities and processes significantly enhances the timeliness of the development of acceptable and defendable regulatory impact analysis and their clearances by DHHS and OMB. All interested parties must have the same level of expertise as the intended sole source.
