Description
The Agency for Healthcare Research and Quality (AHRQ), Center for Outcomes And Evidence, through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to Regents of the University of Minnesota, Office of Sponsored Projects Administration, 450 McNamara Alumni Center, 200 Oak Street SE, Minneapolis, MN 55455. The anticipated date of award is January 22, 2007. The contractor shall be responsible for but not limited to the following tasks: Evaluating the Cost-Effectiveness of Stool DNA Tests for Colorectal Cancer Screening in the Medicare Population with the SimCRC Model The contractor shall use the colorectal cancer SimCRC model to evaluate the cost-effectiveness of fecal DNA testing at different cost levels in order to determine the threshold cost at which fecal DNA screening is a cost-effective alternative to recommended care for the Medicare population (i.e., patients aged 65 years and older). Specifically, the contractor shall: 1) Propose cost inputs for fecal DNA and alternative screening tests (i.e., Hemoccult II fecal occult blood testing [FOBT], Hemoccult Sensa FOBT, immunochemical FOBT [IFOBT], flexible sigmoidoscopy, and colonoscopy). 2) Review proposed test performance characteristics and sensitivity analysis strategy. 3) Determine the cost and effect of fecal DNA screening compared to alternative CRC screening strategies with the SimCRC model. 4) Review the results of alternative CRC screening models for AHRQ. 5) Review final consensus paper to AHRQ and CMS. The contractor shall provide the following deliverables: Report on model cost inputs - Due Date - 30 days from date of contract award Report on SimCRC model results - Due Date - March 1, 2007 Comments on AHRQ draft synthesis report - Due Date - April 15, 2007 Comments on AHRQ final consensus report to CMS - Due Date - July 1, 2007 The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
