Description
Provide A-E services necessary to furnish Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, As-Built Documentation, and all other related information for Project 515-07-101, Relocate Supply Processing and Distribution (SPD), building no.136 at the Department of Veterans Affairs (VA) Medical Center in Battle Creek, Michigan. Scope of project:  This project will renovate approximately 5,200 square feet of space in Building 136 to relocate SPD from Building 7. The existing HVAC systems will be modified to support the new layout and air flow requirements. New walls will be constructed along with the necessary electrical and mechanical work to optimize work flow within the space. Emergency power will be supplied by connecting the necessary equipment to Building 13's generator. The existing air handlers serving the area will also be replaced. Construction cost range is: $500,000 to $1,000,000. Qualifications submitted by each firm will be reviewed and evaluated based on the following criteria: Specialized experience and technical competence of the firm (including a joint venture or association) with the type of services required. Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team, and professional capacity of the firm in the designated geographic area of the project to perform work (including any specialized services) with the time limitations. Unusually large existing workload that may limit A-E's capacity to perform project work expeditiously. Past record of performance on contracts with the Department of Veterans Affairs. This factor may be used to adjust scoring for any unusual circumstances that may be considered to determine adequate performance by an A-E. Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located. Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. Inclusion of small business consultant(s), minority-owned consultants, women-owned consultants, veteran-owned consultants, service-disabled veteran-owned consultants, and/or Hubzone consultants. Interested A-E firms must submit a Standard Form 330, Architect-Engineer Qualifications to this office by no later than 3:30 p. m. on Jan 19, 2007.  The SF 330 is available online at www.gsa.gov.  See Numbered Note 24 (http://www.fedbizopps.gov/Numbered_Notes.html).
