Description
The Walla Walla District Corps of Engineers intends to purchase radio transmitters for fishery research (tracking) at Lower Monumental and Ice Harbor Dams in support of Walla Walla District, U.S. Army Corps of Engineers, Anadromous Fish Evaluation Pr ogram. The North American Industry Classification System (NAICS) code is 541710. The small business size standard is 750 employees. The work requires miniature radio transmitters for surgical implantation in juvenile salmonids to conduct fish passage an d survival research at Lower Monumental and Ice Harbor Dams on the lower Snake River, Washington. Two separate specifications are attached. One is for spring evaluations in which the species to be tagged are juvenile steelhead and juvenile spring Chino ok salmon. These fish will be between 115mm and 299mm in fork length. The second is for summer evaluations in which fall Chinook juveniles will be outfitted with transmitters. These fish will be between 95mm and 200mm in fork length. Two separate contrac ts may be awarded, one for spring (juvenile steelhead and yearling Chinook salmon) and one for summer (subyearling Chinook salmon). In addition to the specifications, the manufacturer shall have a proven performance record of supplying large numbers (5,00 0+) of radio transmitters for studies in large river systems to assess hydro-electric project passage behavior. Documentation shall be provided to ensure that the potential vendor is able to meet the delivery schedule and will supply a proven product. RES PONSE GUIDELINES Quotes will be evaluated on criteria specified in the solicitation. A tentative listing of the evaluation factors is provided as follows: 1) Technical: Sample Lot. The contractor shall provide 12 sample transmitters of each type specifi ed in the solicitation. The tags will be evaluated by the National Marine Fisheries Service (NMFS) office in Pasco, Washington for testing to determine if the tags meet the specifications set forth in the solicitation. The NMFS has the equipment and expe rtise to test the tags for size, weight, tag life, signal strength, detectability and other parameters contained within the specifications. 2) Past Performance and Experience: Contractor shall provide references to demonstrate the Quality of Service and Timeliness of Delivery, 3) Extent of Small Business Subcontracting (large businesses only) and 4) price. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the standards for the non-cost factors. Order of importance: Factor 1, Technical, Factor 2, Past Performance and Experience, are of equal weight, and so mewhat more important that Factor 3, Extent of Small Business Subcontracting. When combined Factors 1-3, are more than price. PROCUREMENT IS UNRESTRICTED. Size standard for identification of small business concerns under NAICS 541710, is not to exceed 750 employees. If a large business is selected for this procurement, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on the portion of work it intends to subcontract. The subcontracting goals are: a mini mum of 51.2 percent of the planned subcontracting dollars placed with small business concerns (SB), including an 8.8 percent with small disadvantaged businesses (SDB). A minimum of 7.3 percent of the intended subcontract amount with those small busines s concerns owned or controlled by women (WOSB), 3.1 percent subcontracting dollars placed by HUBZone enterprises, and 1.5 percent of planned subcontracting dollars for Service Disabled Veteran-owned small businesses (SDVOSB).
