- The Office of HQ Procurement Services is soliciting for offers for specialized technical, analytical and administrative support services for the Office of Health, Safety and Security. The support required is to develop, manage, and implement policies and procedures to identify highly-classified nuclear technology in support of non-proliferation objectives, specifically: to perform highly-technical document reviews; provide guidance support in (a) DOE nuclear guide development and writing, and (b) historical electronic library development and provision; provide administrative support to conduct technically complex studies, analyses, and reporting, and (4) provide file room and mailroom management support involving classified materials. This competitive acquisition is a 100% set-aside for small businesses under NAICS Code 541690, with a size limit standard of $6.5 million. A single performance based cost plus award fee contract with task assignments, is contemplated. The proposed period of performance consists of a base period of 24 months and three 12-month option periods. Sections A through J of the RFP represent the draft contract and shall be the basis for the contractual relationship between DOE and the selected offeror, in accordance with the Uniform Contract Format at FAR 15.204-1. The incumbent contractors for this award are CSC Systems and Solutions, LLC (DE-AC01-04SO20188) and Systems Management and Research Technology Corporation, Inc. (DE-AC01-03SO20138). The entire solicitation will be available for downloading from the Internet via the "DOE Industry Interactive Procurement System (DOE-IIPS)", located at Internet address: http://e-center.doe.gov/. To review the solicitation, follow the Business Opportunities Link from the DOE-IIPS home page. Proposals shall be submitted to DOE electronically via the DOE-IIPS. Instructions on how to submit your proposal electronically can be found in the help document, which is located at http://e-center.doe.gov/. Individuals who have the authority to enter their company into a legally binding contract and intend to submit proposals via the IIPS system must register and receive confirmation that they registered prior to being able to submit an application on the IIPS System. All questions relating to the RFP shall be submitted to DOE via DOE-IIPS; telephone or e-mail communications shall not receive responses. For technical assistance with the DOE-IIPS, offerors should call 1-800-683-0715, or e-mail the DOE-IIPS administrator at iips@pr.doe.gov. TELEPHONE RESPONSES AND INQUIRIES WILL NOT BE ACCEPTED.
