- Modified Response Date from 12/12/2007 to 1/12/2007 ***** 1. The 356th Aeronautical Systems Group is soliciting information to analyze alternatives for BMFDs to replace the current Cathode Ray Tube (CRT) BMFD. The CRT BMFD replacement shall meet current AC-130U Prime Item Development Specification (PIDS) requirements and have the following attributes: a. A flat panel display surface, capable of displaying color video and having a minimum horizontal (right/left) viewing angle of +/- 70 degrees from an angle orthogonal to the viewing surface, and +/- 60 degrees vertically (up/down). b. Interfaces to existing video signals. c. Enlarged display area with a minimum viewable area of 16 inches diagonal, while retaining physical space constraints of the current BMFD. d. Display resolution exceeding the existing sensor resolution (radar, All Light Level Television, Infrared Detection System) shall display analog 875 line and 525 line video at the full resolution of 1280 x 1024 pixels. e. Touch screen capable hardware. Touch screen capability shall include but not be limited to: full Gamma control, brightness, contrast, sharpness, saturation, and gray/green switch. f. A digital video interface. g. Unit reliability equal to or greater than 4,000 hours Mean Time Between Failures. h. Video input and conversion shall provide for clear, artifact-free presentation of 525 and 875 line format analog video. Video conversion scaling shall be arranged to ensure alignment of the video key legends to the actual bezel keys without distortion or loss of picture quality. i. All BMFD control panel settings shall be retained via mechanical or electronic means across any electrical power interruption and restored upon reapplication of power. j. All BMFD controls and bezel keys shall retain relative placement, order, interface type, and exact operation method (i.e. brightness knob turns clockwise for brighter, etc.) of existing BMFD. 2. Key Performance Parameters (KPPs) include: a. Weight does not exceed 20 pounds. b. Form fit interchangeable with the existing BMFD and functionally interchangeable. 3. This announcement is issued for informational planning purposes only and does not constitute a solicitation or commit the Government to award a contract now or in the future. Submitting information for this announcement is voluntary, and participants will not be compensated. A copy of the Gunship PIDS will be made available upon request. 4. It is desirable that responses be submitted on CD-ROM in an electronic format that is compatible with Microsoft Windows/Office. One CD each should be submitted to the individual listed in paragraph 6. If the CD contains proprietary/competition sensitive material, the CD and cover labels should be marked ?Proprietary/Competition Sensitive Information?. Two paper copies should be submitted to the individual listed in paragraph 6. Paper copies must be clearly labeled as ?Proprietary/Competition Sensitive Information? on the cover sheets and in close proximity to this type of information on each applicable page. Proprietary sensitive information will be protected from disclosure. The submitted responses should include the following: a. Executive Summary b. Company Capabilities c. System Description d. Data Supporting Fulfillment of KPPs e. Employment and Support Concept f. Life Cycle Cost g. Delivery and Integration Schedule h. Classified Appendices (if required) i. Point of Contact(s) ? Include: name, company name, phone number, mailing address, email and state if your company is a small business, small disadvantaged business, women-owned small business, service disabled veteran-owned small business and/or HUBZone small business. 5. Any classified information that a potential supplier wishes to submit must be submitted as a separate appendix to the basic response and can be no higher than the SECRET level. A single paper copy must be provided to the individual listed in paragraph 7. Transmission of classified information must be accomplished as per the procedures in DOD 5220.2M, National Industrial Security Program, January 1995.
