- THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. SOLICITATION, SPECIFICATIONS AND DRAWINGS ARE NOT AVAILABLE. The Government will use responses to this Sources Sought synopsis to make appropriate a cquisition decisions regarding the type of procurement to be utilized to obtain services for foreign data collection. The US Army Corps of Engineers, New Orleans District, solicits a capability statement from all qualified companies. The services include collection and delivery of U.S. waterborne foreign traffic data similar to data received by U.S. Customs. The contractor must have a comprehensive electronic database of U.S. import, Export and In-transit waterborne commerce between U .S. ports and foreign countries. Were available the data should include date and trade direction; product code and descriptions; geographic indicators; shippers, consignees and notify parties; caries and shipment details associated with cargo; weight and container details; and process indicators. The data items are to be delivered on CDROM medium by month and direction with record structure included. In-transit records will be flagged and/or included in separate files. Purchase of these data may be used internally by any Corp of Engineers office without violating copyright restrictions. All interested companies meeting our stated criteria are invited to submit a Capability Statement consisting of appropriate documentation, literature and brochures and should include: 1) Firm name, address, telephone and fax numbers. 2) Identification of the companys size certification based on NAICS code 541990. 3) Past experience with foreign data collection, minimum of five years experience required. 4) Ability to get data from customs. (5) Identify in transit moves&. (6) Code the harmonized commod ity data. (6) Identify cargo associated with vessels. The above mentioned qualifications must be met as of 16 Jan 2007. IMPORTANT: responses must be limited to no more than 10 pages. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps in tailoring requirements to be consistent with industr y capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents WILL NOT be notified of the results of the eva luation. Statements that do not meet all requirements or submitted within the allotted time will not be considered.
