NAICS Code: 334516 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-07- 00061 and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-12. The associated North Industry Classification System (NAICS) is 334516 and the size business size standard is 500 employees. Full and open competition procedures will be utilized. A firm, fixed price purchase order using Simplified Acquisition Procedures is anticipated to result from the award of this solicitation. This procurement is for the acquisition of a Liquid Chromatography Dual Optical Transmittance/Reflectance Analyzer: NERL-Cincinnati's Microbiological and Chemical Exposure Assessment Research Branch (CERRB), Microbiological Exposure Research Branch (MERB) and Biohazard Exposure Research Branch (BARB) are conducting research to identify proteins that can be used as 1). an indicator of a specific microorganism or 2). a biomaker of pathogenicity. System must meet the following specification: (1) must have the ability to purify biomolecules from complex starting materials; (2) must perform separations based on a variety of sample characteristics such as molecular weight, net surface charge, and hydrophobicity, while retaining biological activity; (3) must operate within a flow rate range of 0.001/-10mls/min; (4) must have the ability to withstand back pressure of > 3500 psi; (5) must be capable of performing automated multi-stepped purification processes: (6) must accept 10ml to 50ml injection volumes; (7) must be able to operate on a Windows XP Platform Computer; (8) must allow time-based, volume-based or column volume based programs; (9) must include fraction collector that is fully integrated into the system and fully controlled via the system control software; (10) must include columns for both anion and cation chromatography, size exclusion chromatography, and hydrophobic interaction chromatography; (11) Delivered fob destination to Cincinnati, Ohio 45268. T he vendor must certify that all performance specification are met. The Government intends to award a single purchase order to the responsible vendor whose quotation meet all the required specifications and represents the overall best value to the Government. Quotations must include sufficient material (such as narrative technical specifications, drawings, photos, brochures, demo disks, videos, etc.) to permit the government to determine that the proposed instrument will meet the required specifications. The Government reserves the right to require additional pricing information if necessary to determine that the proposed price is reasonable. The following FAR provisions shall apply to this solicitation: 52-212-1, Instructions to Offerors--Commercial Items. All offerors are to include with their offer a completed copy of provision 52.212-3, Offeror Representations and Certifications--Commercial Items. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and -Conditions--Commercial Items.
