- The National Heart, Lung and Blood Institute (NHLBI) Office of Acquisitions (OA), Division of Extramural Research Activities (DERA), has a requirement for The Catheter Fabrication Laboratory (CFL), for services for gold plating of polyimide tubes. This requirement is under the North American Industry Classification System (NAICS) is 332813 and the Size Standard is 500 employees which are applicable for this requirement. The requirement is a small business set-aside. This acquisition is being conducted under simplified acquisition procedures. The tubes will be provided by the government for service. Once the tubes have been plated, the tubes will be used to allow transmission of Radio Frequency (RF) current. This is an essential feature in producing active guidewires under Magnetic Resonance Imaging (MRI). The government?s required delivery date is January 31, 2007. The government requires a company that is willing to devote the time and effort for a small order. The type of polyimide tubing is Thermoset and is not co-extruded with other plastic nor is it impregnated for better lubricity. The coat needs to stand a 15-cm curvature of the radius without breaking apart from the polyimide tube. An additional challenge lies in the thickness of the coating. Eight (8) microns are required for efficient transmission of RF due to the ?skin effect.? RF current is conducted only within eight (8) microns from the outer surface, providing minimum resistance and attenuation of the signal. However, an eight (8)- micron coating has a tendency to crack. Successful implementation of this project will provide a greater variety in guidewire design. Proposals are due January 18, 2007 by 8:30 a.m. local time. The award will be made based on the lowest priced technically acceptable quote meeting the Government?s requirements. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the initial offer should contain the offeror?s best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later is determined by the Contracting Officer to be necessary. The Government may reject any or all offers, waive informalities, and minor irregularities in offers received. The offeror?s proposal?s must include, an itemized price lists of charges, complete description of services, complete address for invoice payment and purchase order delivery, prompted payment discount terms, the Dun & Bradstreet Number (DUNS), the taxpayer Identification Number (TIN) and certification of business size of the company. The offeror must also register in the Government?s Contractor Registry System. Note: www.ccr.gov. The proposal must reference ?Solicitation number? NHLBI-PB-(HL)2007-049-DDC. All responsible sources may submit a proposal which if timely received shall be considered by the agency. Proposals must be submitted in writing to the National, Heart, Lung and Blood Institute, Office of Acquisitions, Procurement Branch, 6701 Rockledge Drive, Suite 6042, Bethesda, MD 20892-7902, Attention: Deborah Coulter.
