Description
The United States Geological Survey (USGS) intends to purchase a Degaussing System Electronics, model #600 through a noncompetitive procurement to Appied Physics Systems (APS) located in Mountain View, California, in accordance with (IAW) Federal Acquisition Regulation (FAR) 13.106-1(b)(1) and the procedures of FAR Part 12, entitled "Acquisition of Commercial Items." This partial system (controlling electronics only) will become part of a larger automated system. Other interested concerns having the ability to meet the USGS' requirement may submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement at 17:00 local time. All submissions will be evaluated to determine if competitive opportunities exist. If no competitive opportunities exist, request for quotation (RFQ) 07WRQQ0019 will be made availabe to DTA through the Government-wide Point of Entry (GPE) on or about 11 January 2007, IAW FAR 5.102(a)(1). The USGS Paleomagnetism and Rock Magnetism Lab in Menlo Park, California is assembling a system that will be able to automatically measure a maximum load of 200 samples in a cryogenic magnetometer, degauss the samples at progressive peak coercivity steps, apply IRMs and ARMs (Isothermal and Anhysteretic Remanent Magnetizations) to the samples for rock magnetic studies, and measure the magnetic susceptibility of the samples. Degaussing and IRM/ARM applications are done by coils and secondary controllers that work in tandem with an Applied Physics Systems (APS) degaussing system. The electronics of the APS degaussing system will be modified to accomplish these goals. The APS electronics is a crucial link of the entire system and is the only known system that can be mdified and used to accomplish the tasks stated above. This notice and any resulting solicitation or contract conforms to the requirements in place through FAC 2005-14, effective 22 November 2006.
