- Description
- The US Environmental (EPA's) National Air and Radiation (NAREL) located in Montgomery, Alabama, has a requirement for GAP Assessment to 2003 NELAC Standards. The contractor must be able to document experience conducting laboratory GAP Analyses, demonstrate expertise in the NELAC standards, and maintain registration as a lead auditor. Documentation should be included in the bid proposal. Because this scope of work includes reviewing non-standard methods such as radiochemistry methods, as well as modified EPA methods for organic and inorganic analyses at an EPA laboratory, the contractor must have training and experience assessing EP A laboratories. The above requirements shall be documented in the contractor's work plan. The provision at FAR 52.212-1 "Instructions to Offerors-Commercial Items" applies to this acquisition. Offerors are to include a completed copy of FAR provision 52.212-3"Offeror Representationsand Certifications-Commercial Items with their response. The following FAR clauses also apply: 52.212-4 "Contract Terms and Conditions-Commercial Items," 52.212-5"Contract Terms and Conditions Required to Implement Statutes or Executives Orders, with the following clauses cited in 52.212-5 being applicable: 52.222-3, Convict Labor, 52.222-1 "Prohibition of Segregated Facilities, 52.222-26 "Equal Opportunity, 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans, and 52.225-13 "Restrictions on Certain Foreign Purchases. The aforementioned provisions and clauses can be accessed electronically at http://acquisition.gov/comp/far/index.html. Prospective sources are reminded that award can only be made to a Contractor who is registered in the Central Contractor Registration (www.ccr.gov) database with an active DUNS number. Responses are due by close of 4:30PM CST, January 12,2007. E-mail responses are acceptable. Send response to douglas.catherine@epa.gov. Delivery Terms: The required delivery date is January 31, 2007. Evaluation Criteria: The government will make award to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government due to the cost and other factors considered. For this solicitation, all evaluation factors other than cost or price when combined are significantly more important than cost or price. The contractor shall prepare a proposal that includes a full description of the technical approach that shall be used in addressing the requirements of this Statement of Work (SOW). In addition the contractor shall indicate proposed staff, their function and expertise, and their proposed commitment of hours for this Statement of Work. Proposed personnel will be evaluated on the basis of their relevancy of their qualifications and experience with respect to this specific SOW. A general schedule with proposed deliverables (interim and final) shall be included and evaluated on the basis of necessity to complete the SOW in a timely and need to devote adequate staff time to the project. For the cost proposal, a table showing costs by professional level and broken down by: individual hours and direct labor rates, indirect rates and Other than Direct Costs (including travel, printing & shipping etc.) is required. The contractor's response to this should not exceed five letter-size pages double-sided, or ten letter-sized pages single-sided. The evaluation criteria and it weighted factors are as follows: A. Technical Component: 80 Points Total i. proposed staffing, level of expertise, experience-65 Points points - The contractor's lead assessor must have specific experience assessing US Enivommental Protection Agency laboratories. Documentation of specific training and experience should be provided as part of the bid submission. -The contractor's lead agsessor must be a registered lead auditor (e.g. RAB ISO QMS auditor) -Other members of the assessment team must have training and experience in assessing laboratories to the NELAC Standard. Documentation of experience and training should be provided as part of the bid submission. -Participation in the NELAC Basic Training Course (NELAC section 3.2.3.1) for members of the assessment team. ii. Technical and innovative approach to the SOW - 5 Points iii. Proposed method to ensure work quality- 5 Points iv. Delivery schedule and milestone- 5 Points Past Performance on similar contracts 20 Points Conducted at least 6 NELAC assessments or NELAC GAP Analyses including at least 4 for USEP A laboratories. Identification of the laboratories previously assessed should be provided as part of the bid submission. Each sub-component will be scored on a scale of 5: 5/5 Superior features with no weaknesses 4/5 Very good with some superior features only 3/5 Proposal element adequate, no superior features and some weaknesses 2/5 Clarification needed, but weaknesses predominate and need correction liS Critical weakness and deficiencies that must be corrected 0/5 Fails to address the SOW.
