Description
The USDA, Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), has a requirement for 150 tons of grass alfalfa mix, base year with one option year. A fixed-price purchase order will result. F.O.B. destination. Small business set-aside under NAICS 111998, small business size is defined as revenue of $.75 million or less. QUOTATIONS ARE DUE JANUARY 17, 2007, by 10:00 a.m. local time. Submit written or faxed quotation to ?Purchasing Section?, at (612) 370-2136 Attention Joanne Mann. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This solicitation document incorporates provisions and clauses which are in effect through the current Federal Acquisition Circular. Offers may be submitted on company letterhead providing the above required information, and must be signed. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. All evaluation factors other than cost or price, when combined are significantly more important than cost or price. SPECIFICATIONS: Quantity of 150 tons of baled grass/alfalfa mix, second cutting. Ratio of grass to alfalfa shall be: Grass 30 to 50 percent; alfalfa 50 to 70 percent. BALE SIZE: Large round bales. Hay shall have a good odor and shall not be undercured, heating hot, wet, dusty, moldy, caked, badly broken, badly weathered, or otherwise of distinct low quality. The baled hay shall be free of injurious foreign material, such as but not limited to, hardware, such as wire, nails, and other materials considered harmful to livestock. DELIVERY: Deliveries shall be made between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday, to 4101 Laport Avenue, Fort Collins, Colorado. The USDA has sufficient space to receive the entire shipment, therefore the entire order may be delivered in its entirety; partial shipment is preferred on an as-needed basis. The USDA will unload the delivered bales. Price shall be per delivered ton. Base year: 150 tons X $ ___________________; One option year of up to 300 tons X $ _________________.
