Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-14. The associated North American Industrial Classification System (NAICS) code for this procurement is 325120 with a small business size standard of 500 employees. This acquisition is unrestricted and all responsible offerors may submit a quote. In accordance with FAR 8.501, in order to be considered for award, quoters must be a private helium vendor that has an in kind crude helium sales contract with the Bureau of Land Management (BLM) and that is on the BLM Amarillo Field Offices Authorized List of Federal Helium Suppliers available via the internet at http://www.nm.blm.gov/amfo/amfo_home.html This requirement is for the supply of helium for a base period of one year with three (3) one year option periods. To be considered for award, quoters must provide helium prices and certificate of analysis prices for each period. Helium shall be quoted on a per cubic foot basis. Certificates of Analysis shall be quoted on a unit price basis for a quantity of one. LINE ITEM 0001: Base Period is one year from the date of award: Quantity 220,000 cubic feet of Helium, delivered to NIST, Gaithersburg. The Contractor shall fill six (6) Government owned storage tubes with Ultra High Purity Helium Gas on an AS REQUESTED basis for a period of one year from the date of award. The storage tubes are located at the National Institute of Standards and Technology, Building 235, 100 Bureau Drive, Gaithersburg, MD. Helium Specifications: Minimum Purity of 99.999% with trace contaminate gases; Oxygen: less than 1 ppm; Moisture: Less than 1 ppm; Hydro Carbons: Less than 0.5 ppm; and Nitrogen: less than 5 ppm. Deliveries of helium that do not meet this specifications will be rejected by the Government and replaced at no additional cost to the Government. Estimated Usage: The total estimated usage for the base period of one year is 220,000 cubic feet. Each tube has a volume of 62.125 cubic feet. NIST estimates 7 deliveries within a one year period at approximately 35,000 cubic feet per delivery. Usage totals are estimates only. NIST shall pay for the actual amount of the delivery. LINE ITEM 0002: Base Period. Estimated quantity 7 each Certificates of Analysis. A certificate of analysis shall be presented prior to filling the Government tanks. Certificates of analysis must certify the purity and contaminate levels for the actual load on the truck and must be presented for each load. LINE ITEM 0003: OPTION LINE ITEM: Option Year I. If exercised, shall commence one year after the date of award. Quantity 220,000 cubic feet of Helium, delivered to NIST, Gaithersburg. DELIVERY REQUIREMENTS: The Contractor shall deliver not later than 72 hours after receipt of a telephone request from a NIST authorized caller. Deliveries shall not be made unless requested by a NIST authorized caller. Delivery terms shall be FOB Destination. FOB DESTINATION MEANS: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. EVALUATION CRITERIA AND BASIS FOR AWARD Award shall be made to the quoter who: (1) Holds an in kind crude helium sales contract with the Bureau of Land Management; (2) Meets all required technical specifications as determined by a review of documentation submitted in accordance with this solicitation. Reference Required Submissions; and (3) Quotes the lowest price, base and option periods considered. PROVISIONS AND CLAUSES The full text of a FAR provision or clause may be accessed electronically at www.acqnet.gov/far. The following provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items; and 52.212-3, Offeror Representations and Certifications Commercial Items; and 52.217-5 Evaluation of Options. In accordance with FAR 52.212-3 Offeror Representations and Certifications Commercial Items, offerors must complete annual representations and certifications on-line at http://orca.bpn.gov. If paragraph (j) of the provision applies, a written submission is required. REQUIRED SUBMISSIONS AND DUE DATE FOR QUOTATIONS All quoters shall submit the following: (1) An original and one (1) copy of a quotation which addresses line items and all technical evaluation criteria; (2) Quoters must submit sales literature or product literature which CLEARLY DOCUMENTS that the offered product meets the specifications stated herein; (3) Quoters must submit a sample Certificate of Analysis; (4) If not registered at http://orca.bpn.gov, one completed copy of 52.212-3 Offeror Representations and Certifications Commercial Items. To be considered for award, quoters must provide helium prices and certificate of analysis prices for the base period and all option periods. Helium shall be quoted on a per cubic foot basis. Certificates of Analysis shall be quoted on a unit price basis for a quantity of 1. All quotes must be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Carol A. Wood, 100 Bureau Drive, Mail Stop 1640, Gaithersburg, MD 20899-1640. Offerors shall ensure the RFQ number is visible on the outermost packaging. NOTE: In accordance with FAR 52.204-7, the successful Contractor must be registered at www.ccr.gov prior to award. The Government will not award a purchase order to any vendor that is not registered at www.ccr.gov. Submission must be received by 3:30 p.m. local time on January 12, 2007. E-MAIL QUOTES SHALL BE ACCEPTED. FAX quotes shall not be accepted.
