Description
The Centers for Disease Control and Prevention (CDC) intends to award on a sole source basis a Purchase Order to Agence Du Medicament De Madagascar, Madagascar. The vendor will finalize a communication plan for PV, print and distribute the adverse event/adverse drug reaction reporting (ADR) form; buy/install and subscribe to any necessary internet sources an database i.e. Vigimed (forum) and VigiFlow (WHO-UMC data collection and distribution tool) gather expertise in their utilization; finalize training manuals; organize, conduct and supervise regional training of healthcare workers on the principles and objectives of Malagasy national pharmacovigilance system as the national adverse event reporting form; develop a plan and/or curriculum for inclusion of pharmacovigilance lectures at the universities and medical/nursing schools; develop and distribute advocacy/advertisement materials including posters and pamphlets as well as an official brochure describing Madagascar?s national pahrmacovigilance system. Agence Du Medicament De Madagascar represents the only pharmacovigilance center in the above mentioned country with adequate expertise to fulfill the required scope of work and effectively collaborate with the National Malaria Control Program. The pharmacovigilance center embedded within the national drug agency is the only center/institution in Madagascar that works on pharmacovigilance. The contractor has an extensive network of health care professionals and works very closely with many national health care programs such as the National Malaria Control Program. These circumstances will facilitate the implantation and completion of the proposed scope of work. There are no other known contractor(s) that have met these specific program needs. By virtue, Agence Du Medicament De Madagascar is uniquely qualified and capable of carrying out the requirement of this proposed purchase order. The anticipated award date is January 22, 2007. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide this requirement are encouraged to identify themselves and give written notification, as well as, a capability statement to the contracting office by 12:00 p.m. eastern standard time January 22, 2007. A determination by the Government not to compete the proposed actions based on responses to this notice is solely within its discretion. Information will be considered solely for the purpose of determining whether to conduct a competitive procurement.
